About this file

This document is a Request for Proposals (RFP) issued by the Oregon Department of Agriculture (ODA) for the Oregon Aquatic Weeds Assessment project. The project aims to address existing knowledge gaps, identify and prioritize current impacts and imminent threats posed by aquatic weeds, inventory currently available resources, and identify current and future needs for prevention and management of aquatic weeds statewide. The resulting final report will provide an overview of aquatic weeds and their impacts, identify current resources and gaps, create a statewide inventory/database of aquatic weeds, identify specific resources at risk, consider climate change impacts, identify emerging threats, highlight current management deficiencies, and provide long-term and short-term recommendations. The contract term is anticipated to be 7 months, with a final report due by June 30, 2025.

The RFP outlines the minimum qualifications, submission requirements, and evaluation criteria. Proposals will be evaluated based on the Proposer's experience and expertise, experience with large-scale assessments, approach to management plans, ability to address challenges, government contracting experience, and knowledge of regional programs. Pricing will also be evaluated, with a preference given to Oregon goods and services. The State encourages participation from certified small businesses, and the successful Proposer may be required to submit a Certified Disadvantaged Business Outreach Plan prior to contract execution.
