About this file
This is a Request for Proposal (RFP) issued by the State of Minnesota Department of Administration on behalf of the Minnesota Department of Transportation (MnDOT) District 7 for solid waste disposal and recycling services. The solicitation covers thirty separate service locations including truck stations and rest areas within MnDOT District 7. Responders may choose which locations to propose for and are not required to offer services at all locations. The response deadline is June 3, 2026, at 3:00 PM Central Time, with responses to be submitted electronically through the SWIFT Supplier Portal. Site visits are strongly encouraged and should be completed by May 21, 2026; responders should contact Michael Young at michael.m.young@state.mn.us or (507) 995-3915 to arrange visits. The anticipated contract term begins July 1, 2026, and runs through June 30, 2028, with options to extend up to an additional 36 months in increments determined by the State. The State anticipates evaluation and selection completion by June 15, 2026.
The estimated annual contract value ranges from $1,000,000 to $1,250,000, though this represents neither a minimum nor maximum obligation. Responders must provide pricing for all line items at locations where they choose to propose, with costs due under the mandatory Phase 1 responsiveness requirements. Evaluation will occur in three phases: Phase 1 assesses responsiveness and pass/fail requirements, Phase 2 evaluates responses using weighted criteria (200 points for acceptance of State terms and 800 points for cost detail, totaling 1,000 points), and Phase 3 selects finalists based on best value. Preference points of up to 120 additional points are available for eligible targeted group, economically disadvantaged, and veteran-owned businesses, as well as DEED/DHS providers. The State reserves the right to award to a single or multiple responders, reject all responses, or cancel the solicitation. Responder cost proposals and terms remain firm for 180 days, and all costs incurred in responding are borne by the responder.

Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities.
Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.
To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296-2600 or go to the Office of Equity in Procurement home page, at www.mn.gov/admin/oep.

This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.
SWIFT SUPPLIER PORTAL SECURITY CHANGES
There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.
For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.
If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.
You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.
