Summary

This is a Request for Proposal (RFP) issued by the Camden County Board of Commissioners in Georgia for road asphalt resurfacing and pavement preservation work under the Local Maintenance and Improvement Grant (LMIG) and Special Assistance Program (SAP) for 2026. The project encompasses approximately 13.2 miles of road resurfacing across four roads: Colerain Road (partial sections totaling 3.385 miles), Vacuna Road (partial, 4.729 miles), and Refuge Road (partial, 5.086 miles). Work includes bituminous surface treatment with #89 stone aggregate, 9.5 MM Superpave overlay, isolated patching with base replacement, thermoplastic striping with skip lines and solid edge markings, sinusoidal edgeline rumble strips, and raised pavement markers. The RFP was made available on September 17, 2026, with written questions due by October 5, 2026, and answers provided by October 8, 2026. Sealed proposals must be submitted by October 15, 2026, at 2:00 PM to the Camden County Purchasing Office in Woodbine, Georgia. The proposal opening will be conducted in person on the same date and time, with contractor names only read aloud. Work must be completed by April 30, 2027, with the contract effective upon execution and receipt of all required documents and Board approval.

Proposals must be submitted in one original and three copies and include detailed documentation such as references (minimum three), E-Verify affidavits (notarized), subcontractor lists, qualifications statements, non-collusion affidavits, proof of current insurance (minimum $1,000,000 liability), and completed W-9 forms. The successful contractor must furnish Performance and Payment Bonds each equal to 100% of the contract amount. Payment will be made monthly based on approved estimates at 90% of completed work value until 50% of the contract is completed, with 10% retainage thereafter. All work must comply with Georgia Department of Transportation Standard Specifications (2021 edition), and contractors must maintain qualified supervisory personnel, appropriate safety equipment and traffic control measures, and daily cleanup activities. The RFP explicitly notes that Camden County is accepting two different price proposals to evaluate options for road preservation, and the County reserves the right to reject any or all proposals, waive informalities, and re-advertise as deemed in the County's best interest. No corrections to competitive bid pricing will be accepted after submission except for clerical or mathematical errors readily apparent on the face of the bid.

This estimate may also include an allowance for the cost of such materials and equipment required in the permanent work as has been delivered to the site or stored in an approved location and suitably protected but not as yet incorporated for the work. Under no circumstances shall any material or equipment, for which payment has been made by the Owner to the Contractor, be sold, returned to the supplier or otherwise moved from the storage except for incorporation into the work as covered in this contract without written authorization from the Owner.
