About this file

This document is a Request for Proposal (RFP) issued by the Massachusetts Bay Transportation Authority (MBTA) for Limited Use Media (LUM) for their fare collection system. The MBTA requires three types of LUM tickets: precut with no initialization for Retail Sales Terminals, precut and pre-encoded for Online Sales Programs, and rolled with no initialization for Fare Vending Machines. The successful bidder will supply these tickets for a five-year contract term, with the MBTA reserving the right to terminate the contract or extend it beyond five years. Bidders must demonstrate the ability to meet the MBTA's schedule, produce acceptable quality, and complete testing of pre-production samples. The LUM tickets must use MIFARE Ultralight EV1 smart chips and meet detailed printing, encoding, packaging, and security requirements. The MBTA requires initial and monthly deliveries of specific quantities to two locations in Massachusetts.

The RFP specifies quality assurance and control measures the supplier must maintain, including a quality assurance plan, quality control testing, quality audits, and MBTA site visits. Security and safety requirements are also detailed, such as secure manufacturing and storage, disposal of waste, and providing safety data sheets. Bidders must submit samples of the precut and rolled LUM tickets for testing and qualification prior to the contract award.

MBTA Automated Fare Collection System Limited Use Smart Tickets, RFP 93-20

1. General Scope The MBTA requires Limited Use Media on precut and rolled stock with no initialization that is pre-printed and pre-encoded for use in the MBTA system. This specification covers the requirements for Limited Use MiFare EV1 Smart Ticket Media to be used by the Massachusetts Bay Transportation Authority (MBTA), including physical characteristics, printing requirements, handling requirements and quality assurance requirements. The Smart Tickets will be used in conjunction with smart-card Readers (manufactured by Scheidt and Bachmann) integrated into the automated fare-collection equipment provided by Scheidt & Bachmann, USA (S&B). This equipment includes Fare Vending Machines (FVMs), Fare Media Validators (FMVs), Fare Boxes, Fare Gates, and Retail Sales Terminals.

1.1 Limited Use Smart Ticket Descriptions and Specifications

However, it is possible that, prior to the end of the five (5) year period, the MBTA will no longer require these Limited Use Smart Tickets and reserves the right to terminate this contract. The successful bidder will be notified six (6) months prior to termination.

In the event the MBTA’s requirements extend beyond five years, the contract may be extended at the MBTA’s option.

The MBTA reserves the right to award a contract for a shorter duration or to award to multiple suppliers.

1.3 Supplier Minimum Qualifications

The successful supplier will demonstrate the ability to meet the MBTA’s schedule requirements, produce material of an acceptable quality, and complete testing of pre-production samples.

2. Smart Chip Characteristics The MBTA requires the use of MiFare Ultralight EV1 smart chips. Only these chips from NXP will be utilized for purposes of this contract. The chips shall be fully compliant with the MiFare standards and shall meet the rigorous environment common to transit systems. 2.1 Media Encoding

Limited Use Media will be delivered with no initialization to permit processing by the fare collection equipment which will process data requirements during the issuing process. A subset of fare media will require product specific encoding as directed by the MBTA.

Data and data formats to be used encoding will be provided by the MBTA under strict non-disclosure conditions after award of Contract.

Requirements for each LUM type are listed in Table 2.

3. Media Characteristics The media shall be delivered with design elements described below, including printed graphics. Media shall not be embossed or distorted by the printing process. Printing shall not smear or transfer during normal handling or processing through an encoding transport. Additional information will be thermally printed in the "printed data" area of the ticket by the MBTA equipment.

3.1 Serialization

The chip serial number (less any leading zeros) and a 1-digit MBTA assigned media type shall be permanently printed on the back of the smart tickets as indicated on the specification.

3.2 Sequential Numbering

All media must have printed a unique, sequential number separate from the card serial number printed on the media. This alphanumeric numbering scheme begins at a starting value designated by the MBTA, and is increased by one for each card or ticket delivered to the Authority. This number is not related to the smart card chip serial number and is not stored on the electronic chip. It is only displayed on the media for inventory purposes.

3.3 Printing

Printed graphics for the media shall use the four-color process with design elements, colors, and graphics conforming to the design, artwork, and instructions supplied by MBTA upon contract award. Artwork for design and graphics will be in the form required by the vendor, e.g., Adobe InDesign, pdf, jpeg, General requirements for printing and encoding types are described in table 2.

3.5 Antifraud Features

During media production, the manufacturer will apply a security feature in the form of an ultraviolet inlay. This recognizable security feature deters fraudulent use of the media in the rail system and is not easily recreated. Preproduction Samples must include examples of this security feature.

MBTA will specify the exact location and dimensions of the security feature in the artwork provided with the contract award.

4. Packaging and Shipping The supplier shall package media in such a way that inhibits theft, prevents damage during shipment, and facilitates storage. The supplier shall ensure all individual boxes/sleeves and individual cartons only contain the same media type. MBTA does not permit mixing of media types in the same boxes or cartons.

The weight of any single carton shall not exceed 60 pounds (27.22 kilograms).

The supplier shall label the outside of cartons with the name of the manufacturer, the purchase order number, the production run number, and the media quantity. Cartons shall be of sufficient strength and material to permit stacking them six high without damage to the media or the cartons.

Suggested packaging requirements are represented in Table 3. Bidders may suggest alternative packaging quantities.
