About this file
This is an RFP Evaluation Criteria document for the City of Oglethorpe's Community Development Block Grant (CDBG) 2027 engineering services project, administered by the River Valley Regional Commission. The project solicits proposals for professional engineering services related to sewer, water, or street and drainage improvements within the City of Oglethorpe, Georgia. Proposals must be submitted to the River Valley Regional Commission office at 710 Front Avenue, Columbus, Georgia 31901, no later than 10:00 a.m. on August 31, 2026. The award will be made to the most responsible offeror whose proposal is deemed most advantageous to the city.
The evaluation criteria total 100 points and assess offerors across six dimensions: CDBG project experience from 2021-2026 (15 points); knowledge of similar project types such as water systems, sewer systems, buildings, and street and drainage infrastructure (20 points); familiarity with the City of Oglethorpe community (5 points); staff qualifications based on Professional Engineer (PE) licensing and experience (15 points); completion of the CDBG Evaluation Sheet (15 points); and local government experience with the firm as assessed by evaluator impression (30 points). The evaluation criteria document notes that Section 3 preference applies, and Section 3 Business Concerns are encouraged to apply as this is designated a Section 3 Covered Contract. Prior local government experience with the firm is rated on a subjective scale from 1 to 5 and is not based on information contained in proposals.
