1.2 BACKGROUND

Spruce Run Administration Building Projects:

The Authority’s Spruce Run Administration Building (SRA) is located at 1851 State Route 31, Clinton Township, Hunterdon County, New Jersey. The building serves as the main office and administrative headquarters of the Authority. The facility was originally constructed in the early 1960s and has undergone a significant addition and other modifications since that time. It consists of an office building, an auto shop, and maintenance/storage facilities with paved parking areas and a central courtyard. This is a state of New Jersey facility and construction code enforcement falls under the jurisdiction of the New Jersey Department of Community Affairs – State Buildings Unit (NJDCA), rather than local (municipal) construction code enforcement.

The facility is served by underground electrical service, underground telecommunication service, onsite fuel oil, onsite gasoline and diesel fuel dispensers, public sewer, and onsite well water service.

1. Replace Boilers & Water System Modifications at Spruce Run Administration Building

Replace Boilers:

The four oil-fired boilers located in the basement of the SRA building are approaching the end of their service life and require full replacement. These boilers serve as the primary heating source for the original portion of the building. Other areas within the facility are serviced by multiple independent heating systems.

Authority staff seek to install new boilers with appropriate plumbing in the basement of the SRA building to service the original portion of the building. The project will also include the replacement of the existing domestic hot water heater, which is integrated with the building’s mechanical system.

Each existing boiler has a maximum allowable working pressure of 100 psi, maximum water temperature of 240˚ F and minimum relief valve capacity of 326 lbs./hr.

All four existing boilers are cast iron sectional boilers. The boilers are required to be inspected every 12 months in accordance with N.JA.C. 12:90-4.10. The most recent inspection occurred in August 2025, and the boilers were inspected and deemed compliant by the New Jersey Department of Labor & Workforce Development (NJDOL).

Water System Modifications:

In the basement of the Spruce Run Administration (SRA) building is a multi-component potable water system. The system distributes water to the entire building. The system design is original to the building and components have been modified or replaced over the life of the system.

Clinton Township, Hunterdon County & Ewing Township, Mercer County, New Jersey Page 4 of 46

Multiple components of the system are at the end of their lifespan and require modification or replacement. The system utilizes a potable well source.

Authority staff seek to replace multiple components believed to be at the end of their lifespan.

These components include the water softener, galvanized header piping in the booster pump system, and worn out or susceptible components throughout the system. The majority of the water system components require inspection, analysis, and determination if replacement is necessary. These components include the sprinkler system backflow preventers, UV disinfection device, sediment filter, piping, booster pumps, and well pump. The existing well pump is a Franklin 2.0 hp 200-volt, 3 phase motor, J-class 10 gpm submersible with automatic operation.

The water system contains two 1,000-gallon storage tanks in the SRA basement. These tanks, along with portions of the inlet piping and outlet piping (to booster pump header), were replaced in December 2025. Plans and specifications for this project are available for review and reference.

2. Emergency Generator at Spruce Run Administration Building

The Spruce Run Administration (SRA) building’s emergency power system relies on an existing backup generator and automatic transfer switch. The generator is located in the basement of the SRA building and runs on No.2 fuel oil. The generator is nearing the end of its service life and requires replacement.

Routine maintenance and repairs to the existing generator and transfer switch have occurred over the service life. In May 1992, Authority staff requested the services of Met Electric Testing Company, Inc. for the electric testing and inspection of the emergency diesel generator and the associated automatic transfer switch. Testing results indicated that both the generator and the automatic transfer switch were found to be in good operating condition. It was recommended that indicating lights be installed on the transfer switch. In October 1992, repairs were done on the generator by Cummins Power System, Inc. The most recent repair to the generator was performed in October 2018. The transfer switch was replaced in November 2018.

The existing generator is a fully automatic, diesel-powered unit rated at 40 Kw, 120/208 V, three-phase, 86 HP. The generator is connected to an automatic transfer switch rated at 200-amps with a voltage of 208 VB, 60 Hz, and 3 poles.

3. Replace Underground Heating Oil Tank at Spruce Run Administration Building

The former 5,000-gallon steel underground storage tank (UST) was located beneath the central courtyard at SRA. In June 2024, during routine inspection, the tank failed cathodic protection parameters and required immediate removal. Authority staff procured the installation of a temporary 2000-gallon aboveground storage tank (AST) in the courtyard and appropriate piping.

The former UST and current AST supply heating oil to the building’s boiler, emergency generator, and hot water heater.

Clinton Township, Hunterdon County & Ewing Township, Mercer County, New Jersey Page 5 of 46

The former UST was removed by a Contractor in January 2025. Environmental sampling and regulatory reporting were performed by a Licensed Site Remediation Professional (LSRP).

Authority staff seek to install a new heating oil AST with all appropriate plumbing at the SRA building to provide fuel for the appropriate utilities. The existing temporary AST is a rental tank, and the Authority does not consider the current location suitable for its permanent replacement.

4. Replace Diesel and Gasoline Storage Tanks at Spruce Run Administration Building

The Spruce Run Administration (SRA) building contains a fuel dispensing facility for gasoline and diesel. Gasoline is stored in a 5,000-gallon underground storage tank (UST) and diesel is stored in a 2,000-gallon UST. Both tanks are double walled, externally coated steel/fiberglass construction and are approximately 30 years old. The fuel dispensing facility at SRA supplies fuel to vehicles and equipment operated by Authority staff.

A recent construction project replaced the fuel island at SRA. During this project, it was necessary to pump out and enter the tanks for interior inspection. The tanks were found to be in sound condition. However, due to the liability and longevity of USTs, Authority staff are pursuing replacement of these tanks. In 2021, a Veeder Root System was installed and connected to the diesel and gas storage tanks at the fuel station as well as the heating oil tank. The system continuously monitors the fuel storage tanks to ensure safety and tracking of fuel inventory. The Veeder Root panel is located in the auto shop of the SRA building. The existing tanks will continue to be monitored as part of ongoing system maintenance.

Authority staff seek to install new gasoline and diesel ASTs, with all appropriate plumbing and electrical improvements, adjacent to the existing fuel island.

5. HVAC System for Auto Shop & Carpenter Shop at the Spruce Run Administration Building

The rooftop hydronic heater located at the Spruce Run Administration (SRA) building is approaching the end of its service life and requires full replacement with a new HVAC unit. The existing unit is located above the auto shop and services that portion of the building with heat only.

The unit was installed in 1992 and has experienced recurring operational issues and requires frequent repairs and maintenance to remain operational. Acquiring replacement parts is growing more difficult. The existing rooftop hydronic heater is rated at 3,500 CFM, 208 V, and 40 amps.

The unit services the auto shop via existing duct work mounted to the ceiling and walls.

The carpenter shop has an existing internal heater and ductwork that requires replacement.

Authority staff seek to replace the existing rooftop hydronic heater with a new appropriately sized HVAC unit that will provide heat and air conditioning and service to the carpenter shop and the auto shop.

South Branch Pumping Station Project:

The Authority’s South Branch Pumping Station (SBPS) is located at 512 River Road, Clinton Township, Hunterdon County, New Jersey. The facility was originally constructed in the mid- 1960s. The facility consists of a building that contains an office and pumping equipment, paved parking areas, and storage areas. This is a state of New Jersey facility and construction code enforcement falls under the jurisdiction of the New Jersey Department of Community Affairs – State Buildings Unit (NJDCA), rather than local (municipal) construction code enforcement.

The facility is served by overhead electrical service, overhead telecommunication service, onsite fuel oil, individual subsurface disposal system (septic), and onsite well water service.

6. Replace Underground Heating Oil Tank & HVAC System at the South Branch Pumping Station

Replace Underground Heating Oil Tank:

The South Branch Pumping Station (SBPS) utilizes an existing 10,000-gallon steel underground storage tank (UST) for heating oil supply. The UST is approximately 30 years old. EPA and NJDEP regulations require cathodic protection and regular testing for tanks of this type.

Authority staff intend to replace the existing UST with a new above-ground storage tank (AST) located in an alternate area with appropriate plumbing and electrical improvements. This approach is expected to reduce long-term environmental liability and lower insurance costs.

Replace HVAC System:

The SBPS utilizes two oil-fired boilers as the primary heating source for building. These units are approaching the end of their service life and require full replacement.

The boilers and the boiler room were replaced or renovated in 1996. Each existing boiler is a Cleaver Brooks model CB series 200 rated at 70 boiler horsepower with three phase, 480 V, 60 Hertz electrical power service. Prior to each heating season, the boiler and piping is serviced. The distribution piping valves within the boiler room leak and require maintenance each season. The distribution piping utilizes recirculation pumps which are also at the end of their service life.

The 1996 renovation work in the boiler room included asbestos abatement, furnishing and installing boilers, burners, the gas and oil trains for the burners, boiler operating controls, boiler trim, flame safety controllers, boiler trim piping, backflow preventer, expansion tanks, electrical wire and conduit, louvered steel doors and frame, painting, piping, new insulation for piping, and mechanical identification of all piping, equipment, and valves. Design Plans and As-Builts are available for review.

Clinton Township, Hunterdon County & Ewing Township, Mercer County, New Jersey Page 7 of 46

Authority staff seek to install new boilers with appropriate plumbing in the basement of the SBPS building to service the building. The project will also require integration with the new heating oil tank and all ancillary required modifications.

D&R Canal Field Office Project:

The Authority’s D&R Canal Field Office (CFO) is located at 770 Bear Tavern Road, Ewing Township, Mercer County, New Jersey. The facility was originally constructed in 1992. It consists of an office building, maintenance yard, storage shed and auto shop. This is a state of New Jersey facility and construction code enforcement falls under the jurisdiction of the New Jersey Department of Community Affairs – State Buildings Unit (NJDCA), rather than local (municipal) construction code enforcement.

The facility is served by overhead electrical service, overhead telecommunication service, natural gas service, public water service, and public sewer service.

7. Replace Underground Gasoline and Diesel Storage Tanks at Canal Field Office

The CFO contains an existing fuel station with two underground storage tanks (USTs) that are in service. These consist of a 10,000-gallon UST for gasoline and a 6,000-gallon UST for diesel fuel.

The system is original to the site and has been in continuous use for approximately 35 years.

Authority staff intend to replace the existing fuel station with new dispensing equipment and storage tanks.

1. Replace Boilers and Water System Modifications at Spruce Run Administration Building

Replace Boilers:

The Spruce Run Administration (SRA) building contains four existing oil-fired boilers in the basement. The boilers were installed in 1998 and serve as the main source of heat for the original portion of the building. The boilers are near the end of their service life and need to be replaced.

The purpose of this project is to replace the existing boilers. The engineering consultant shall investigate and design a replacement plan for the boilers, including HVAC engineering analysis, design, and construction code permitting work. It is expected that the consultant will secure all necessary permits and approvals, prepare construction plans and technical specifications, and provide construction management services during the work.

Clinton Township, Hunterdon County & Ewing Township, Mercer County, New Jersey Page 14 of 46

The engineering consultant shall perform an HVAC engineering analysis to determine the most suitable replacement solution for the four-boiler system. The current boiler system currently has a built-in redundancy; the system contains four boilers but only runs two at a time. In the event one boiler fails or requires maintenance, the system has redundancy with the remaining boilers.

The proposed design shall maintain this redundancy. The building is not currently connected to natural gas service, and although natural gas is stated to be available from the utility company, it would require a service extension and service lateral to the building. The consultant shall also investigate and design the replacement of the domestic hot water heater.

The selected Consultant shall perform the investigation and design work necessary for replacement of the four boilers and hot water heater. The Consultant will be responsible for reviewing previous reports and plans, conducting a site investigation, evaluating existing conditions, and evaluating possible alternatives.

The Consultant shall evaluate potential alternatives for permanent boilers, including but not limited to:

• Oil-fired boilers

• Gas-fired boilers

• Dual fuel boilers

• Alternative HVAC solutions

All work must comply with current NJDOL boiler regulations (N.J.A.C. 12:90), construction codes, applicable NFPA standards, and any other applicable code. The Consultant shall coordinate with the New Jersey Department of Community Affairs (NJDCA), NJDEP, local health officials, and any other applicable agencies to secure the required permits and approvals.

It is the responsibility of the Consultant to ensure that the proposed HVAC system is designed and installed in a manner that minimizes operational risk, environmental impact, and regulatory exposure to the Authority over the long term. This work shall be coordinated with other projects described herein taking place at the SRA Building. The consultant shall provide the services of a New Jersey Professional Engineer and/or Licensed Site Remediation Professional for any portion of work required.

Water System Modifications:

The Spruce Run Administration (SRA) Building contains a building-wide water distribution system in the basement. The water system contains multiple components nearing the end of their service life.

The intent of this project is for a qualified consultant to investigate the water system to determine the components of the system that require replacement. The system includes a well pump, sprinkler system backflow preventers, UV disinfection device, sediment filter, water softener, meter, boiler room piping including pipe materials, fittings, valves, booster pumps, and

Clinton Township, Hunterdon County & Ewing Township, Mercer County, New Jersey Page 15 of 46 header piping. All components must be inspected, and replacements must be specified by the Consultant.

The selected Consultant shall perform an investigation and prepare the design work necessary for modifications to the water system. The Consultant will be responsible for reviewing previous reports and plans, conducting a site investigation, evaluating existing conditions, and determining the components that require replacement or optimization. All replacement components shall be specified and designed. The Consultant will be tasked with preparing and obtaining proper permits where necessary (the Authority will pay all permit fees directly). The Consultant shall evaluate and specify all such ancillary work in the design documents.

The Consultant shall prepare the construction sequence to minimize the downtime of the water system at the SRA Building. There are no alternatives for potable water at the building with the system offline. The Consultant shall coordinate with Authority staff to develop a detailed construction sequence and schedule. The schedule shall identify the anticipated duration of work activities and any required water system shutdowns, including the number of days and specific times. The Consultant shall also specify whether work activities may be performed during normal working hours, after-hours, or on weekends.

2. Emergency Generator at Spruce Run Administration Building

The existing No. 2 fuel oil backup generator at the Spruce Run Administration (SRA) building is nearing the end of its service life and requires replacement.

The intent of the project is to replace the existing generator and automatic transfer switch with a new and larger standby generator and associated automatic transfer switch and ancillary improvements to the electric system. This work may necessitate the testing, upgrade, or replacement of existing electrical components and wiring for code compliance and/or function with the new equipment. The Consultant shall evaluate and specify all such ancillary work in the design documents. Alternative fuel sources should also be investigated as the best alternative for the Authority. The unit is planned to be relocated from the basement to an exterior location.

The engineering consultant shall perform an investigation and design of the replacement system.

This includes evaluating available fuel options, utility access, emissions impacts, and generator and wire conduit/fuel piping location requirements. The building is not currently connected to natural gas service. Natural gas is stated to be available from the utility company but would require a service extension and service lateral to the building. The consultant would be responsible for coordinating and planning the service extension. The consultant shall review existing electrical drawings, perform field investigations, and coordinate with utility providers and local authorities to develop a code-compliant and reliable emergency power solution.

The selected Consultant shall perform the investigation and design work necessary for the replacement of the existing standby generator with a larger generator, and evaluation of the associated automatic transfer switch (ATS) for potential replacement. The Consultant will be

Clinton Township, Hunterdon County & Ewing Township, Mercer County, New Jersey Page 16 of 46 responsible for reviewing previous reports and plans, conducting a site investigation, assessing existing electrical and mechanical conditions, determining necessary size of the new generator, and coordinating the generator and ATS sizing and location with the facility’s electrical infrastructure and other proposed improvements included in this RFP.

5. HVAC System for Auto Shop & Carpenter Shop at the Spruce Run Administration Building

Staff at the Spruce Run Administration Building maintain the vehicles via a multi-bay auto shop.

The shop contains rolling doors for vehicle service. Staff also maintain the building structures via the carpenter shop. Adjacent to the auto shop is the carpenter shop, which also contains rolling doors. Between the two shops, is a concrete block wall and a man door. Both shops are serviced by their own respective heat systems. Both shops currently do not have air conditioning and their duct work is not connected. The auto shop is serviced by a rooftop hydronic heater. Repairs are becoming routine and obtaining parts is growing more difficult. The existing heater is nearing the end of its service life and should be replaced with a similar unit. The carpenter shop is serviced by an internal heater, also at the end of its service life.

The intent of this project is for a qualified Consultant to investigate the existing heating system at both shops and determine the requirements for removal of the existing heating systems and installation of a new rooftop unit for heating, ventilation and air conditioning. The system includes the rooftop hydronic heater or internal heater, associated supply and return piping, valves, fittings, pumps, electrical connections, controls, supports, and other associated components. All components associated with the existing unit shall be inspected, and any components requiring replacement or modification shall be identified and specified by the Consultant.
