Award will be based on greatest overall benefit to the City rather than lowest price alone. Proposers must provide evidence of experience with at least three comparable projects completed within the past five years, a detailed personnel roster, and three current or former client references from the last five years. No site visit, bidder's conference, or set-asides are mentioned in the RFP. The written question deadline is October 30, 2025, with responses published November 6, 2025. If multiple contracts are awarded, work distribution will consider area of focus, cost, contractor availability, prior performance, and project timeline.
