Minnesota’s Commitment to Diversity and Inclusion

The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296- 2600 or go to http://www.mmd.admin.state.mn.us/mn02001.htm http://www.mmd.admin.state.mn.us/mn02001.htm

Supplier Portal Security Changes

There are new security measures that MMB implemented on October 16. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

Exhibit A Real Estate and Construction Services

Department of Administration Scope of Services for

Design for Replace and integrate campus wide fire alarm at Minnesota Veterans Home (MVH)-Minneapolis at 5101 Minnehaha Ave. Minneapolis, MN 55417

RECS Project No. 75MP0111

The State of Minnesota is requesting proposal(s) for Mechanical and Electrical Engineering design and construction administration services to replace and integrate the fire alarm system including sprinklers alarms and smoke alarms to the current Building 19 central alarming station and a secondary location at MVH-Minneapolis skilled nursing long-term care, adult day care, and domiciliary campus facility.

1.0 Project Overview:

1.1 Project Scope:

The State of Minnesota is requesting proposal(s) for Mechanical and Electrical Engineering design and construction administration services to replace and integrate the fire alarm system including sprinklers alarms and smoke alarms to the current Building 19 central alarming station and secondary location at MVH-Minneapolis skilled nursing long-term care, adult day care, and domiciliary campus facility.

System has periodic failures on campus, in particularly with support buildings, and has exceeded the life cycle of the system. Building 19 connects to the newer buildings built since 2012 which is B19, B21, and B22; and the other buildings need to connect to B19 to form an entire campus wide monitoring station and one unified system.

MVH-Minneapolis campus includes the buildings (see attached map for reference from north to south) (Exhibit A1 - available in SWIFT):

1) B19 (Main entry of campus and central alarming station. 100 resident skilled nursing facility.)

2) B21 (100 resident skilled nursing facility)

3) B22 (100 resident skilled nursing facility)

4) B6 (dental clinic, storage, and future resident skilled nursing facility)

5) Education Center consists of B18 & B15 (Offices, training and meeting rooms)

6) B2 (Administrative offices)

7) B1 (Administrative offices)

8) B14 (Power plant)

9) B14a (Power plant)

10) B13 (Vacant but space maintained from fire)

11) B10 (Administrative offices)

12) B4 (Adult day care)

13) B16 (Domiciliary program for 50 residents)

Investigations during schematic and design phases will require surveying the entire system to understand the workings of the existing system. Plans of the existing system can be used by the awarded consultant. Design development needs to show phasing of construction and staging to ensure facility fire alarm monitoring is maintained full time for the fully 24/7 operational facility of vulnerable clients and nursing home licensure.

1.2 Project Budgeted/Cost of Construction: after consultant meets with facility to understand needs and surveys existing systems during the Schematic Design phase, the consultant will provide a basis of design report and provide a schematic design with cost estimate for the owner to review. If the SD and cost estimate is accepted, the project will move into the Design Development.
