About this file

This is a Bidders Qualifications Fill-in Form for RFP PR9120 issued by the Orlando Utilities Commission (OUC) for Anhydrous Ammonia Supply and Pump out Services. The RFP seeks qualified suppliers to deliver two grades of anhydrous ammonia (C Grade and M Grade) and provide periodic onsite pump-out services at OUC storage tanks located at Stanton Unit 2 and Stanton Unit B in Florida. Pump-out services are available at annual, semi-annual, or quarterly frequencies, with bidders required to provide hourly labor charges for weekday and weekend/holiday work. The proposal submission deadline is April 10, 2026 by 2:00 PM EST, with public opening at 2:30 PM EST at OUC's Reliable Plaza facility at 100 West Anderson Street, Orlando, Florida. Questions and comments are due by March 20, 2026, and addendum announcements will be issued by March 27, 2026. The contract will be awarded for an initial three-year period with two one-year renewal options at OUC's election. OUC reserves the right to conduct site visits to customer references provided by selected bidders or their affiliates.

Qualified bidders must demonstrate at least five years of verifiable experience with appropriate governmental licensing, a documented quality assurance program, no environmental violations within the past five years, acceptable OSHA safety records, acceptable financial status, and properly trained and certified personnel. Bidders must submit detailed pricing per short ton for both ammonia grades, pump-out fees, reclaim fees for specified quantities, and portal-to-portal costs. Proposals may include optional fuel surcharges based on the Florida Department of Transportation Fuel and Bituminous Price Index and payment discount options. Pricing must remain firm throughout the contract period, though escalation or de-escalation may be proposed using agreed-upon indices with supporting documentation required 60 days prior to any annual effective date. The RFP does not identify specific set-aside designations, incumbent vendors, or current contractors. No bid bond or performance bond is required. Specific budget ranges or award values are not disclosed in the available solicitation documents.
