About this file

This is a Price Schedule Attachment (Attachment B) for Request for Proposal PR9120 issued by the Orlando Utilities Commission (OUC) for Anhydrous Ammonia Supply and Pump-out Services in Florida. The RFP solicits qualified suppliers to deliver two grades of anhydrous ammonia (C Grade and M Grade) and provide periodic onsite pump-out services at OUC's Stanton Unit 2 and Stanton Unit B storage tank facilities. The proposal deadline is April 10, 2026 at 2:00 PM EST, with public opening at 2:30 PM EST at OUC's Reliable Plaza facility located at 100 West Anderson Street, Orlando, Florida. Questions and comments are due by March 20, 2026, and addenda will be issued by March 27, 2026. The contract term is three years with two optional one-year renewal periods at OUC's election.

Bidders must submit detailed unit pricing per short ton for both ammonia grades and per pound for M Grade ammonia, along with pump-out service costs available at annual, semi-annual, or quarterly frequencies. The pricing schedule requires itemization of pump-out fees, reclaim fees for 250-pound/59-gallon quantities, portal-to-portal costs, and hourly labor rates for weekday, Saturday, and Sunday/holiday work. Suppliers may propose fuel surcharges based solely on the Florida Department of Transportation Fuel and Bituminous Price Index, with supporting surcharge tables required. M Grade ammonia pricing must remain firm for the initial three-year term; suppliers may propose price adjustments for subsequent periods using agreed-upon indices with documentation provided 60 days prior to each annual effective date. Payment discount options include 1% for payment within 20 days, 2% within 15 days, 3% within 10 days, or no discount. No bid bond or performance bond is required. The RFP does not identify specific set-asides or budget ranges.
