About this file
This is a Request for Proposals (RFP) issued by Lee County Government Parks & Recreation in North Carolina for pool management and lifeguard services at two aquatic facilities: O.T. Sloan Pool and Horton Pool in Sanford, NC. The RFP seeks a qualified pool management company to provide comprehensive operational services for the summer swim season from May 2027 through September 2027, with potential options to renew for two additional seasons (2028 and 2029). The facilities require staffing including pool managers, assistant pool managers, lifeguards, swim lesson instructors, and gate attendants, with minimum staffing of 4 lifeguards, 1 pool manager, and 1 gate attendant during public operating hours. O.T. Sloan Pool features two pools (main swim well and diving well), while Horton Pool is a smaller single-pool facility with splash pad features, both with ADA compliance requirements. The RFP deadline for proposal submission is September 1, 2026 at 2:30 PM EST, with proposals to be delivered to the Lee County Finance Office. Interested vendors may schedule facility tours by contacting the Assistant Parks and Recreation Director. Award will be made to the company determined to be in the best interest of Lee County based on experience, qualifications, service delivery plan, and cost.
Compensation is structured as a fixed monthly fee for the contract term plus revenue sharing from public activities. The pool management company receives 100 percent of admission fees for public swim and day care/group swim activities, 100 percent of swim lesson fees collected, and 50 percent of lane rental fees (swim teams), while public rental facility fees are split with $100 going to Lee County and $50 to the contractor per two-hour rental. Water aerobics fees are managed separately through Lee County Senior Services. The contractor must provide all pool chemicals, maintain commercial general liability insurance with minimum coverage of $5,000,000 per occurrence, perform daily water quality testing and maintenance, and manage all staff hiring, payroll, and employment-related costs. The contractor is responsible for equipment repairs caused by negligent use, while Lee County provides utilities, water, equipment, initial water test kits, first aid kits, and performs repairs to non-working pool equipment. Proposals must include staffing plans, three references from prior pool management experience, detailed staff recruitment and retention plans, and pricing for all three potential seasons. No background information indicates an incumbent contractor or current funding source.
