About this file
This addendum provides clarification responses to questions submitted by bidders regarding RFP #6120-01-27 for Pool Management Services with Lee County Government Parks & Recreation in North Carolina. The RFP solicits proposals for comprehensive pool management and lifeguard services at two municipal aquatic facilities in Sanford: O.T. Sloan Pool (containing a main swim well of 380,000 gallons and a dive well of 180,000 gallons) and Horton Pool (approximately 100,000 gallons with splash pad). The contract term runs from May 2027 through September 2027, with potential renewal options for two additional seasons through 2029. Public swim operations are available six days per week from 12:30 PM to 5:30 PM, with swim lane rentals available from the first week of May through September. Minimum staffing requirements during public hours are four lifeguards, one pool manager, and one gate attendant at each facility; however, staffing for swim lessons, swim teams, and camps remains at the contractor's discretion. The Pool Management Company is responsible for all attendance and record-keeping activities, while swim lesson capacities, lane rental arrangements, and camp/group swim coordination are determined in conjunction with Lee County Government.
The addendum clarifies that the contractor must manage all chemical purchasing and allocation based on each pool's specific needs, with Horton Pool currently using a CAT5 liquid chlorine and muriatic acid feeder system and O.T. Sloan Pool using automatic chlorine tablet erosion feeders. Lee County Government will provide utilities, water, equipment, initial water test kits, and first aid kits, with the contractor responsible for all pool chemicals and equipment repairs caused by negligent use. The contractor receives 100 percent of admission fees for public swim and daycare/group swim activities and 100 percent of swim lesson fees, with 50 percent of swim lane rental fees (for swim teams), while public facility rental fees are split at $100 to Lee County and $50 to the contractor per two-hour rental. Lifeguard and Water Safety Instructor (WSI) course training schedules will be established by the Pool Management Company upon transfer of operations from Lee County. Historical chemical expenditure data, current contract value information, and other public records are available through Lee County's official website.
