About this file

This is a Request for Proposals (RFP) issued by Palm Beach County's Department of Airports for the lease and development of approximately 39.68 acres of vacant non-aeronautical land at Palm Beach International Airport. The property is located north of Wallis Road, east of Haverhill Road, and west of Military Trail, and is designated for compatible commercial or industrial uses, including warehouse or office space. The airport, a medium hub facility serving over 6 million passengers annually, seeks proposals to maximize property utilization and generate revenue for the county's airport system. Proposers must commit to leasing a minimum of 5 acres (217,800 square feet) with a maximum lease term of 50 years from the date of beneficial occupancy, with optional renewal terms not exceeding the 50-year maximum. The deadline for written comments and questions was 3:00 p.m. on Friday, August 31, 2018, and the proposal submission deadline was 3:30 p.m. on Friday, September 14, 2018, at which point a cone of silence took effect.

Ground rental rates are not less than $0.45 per square foot for sites of 30 acres or greater and not less than $0.55 per square foot for sites smaller than 30 acres. The RFP strongly encourages the utilization of Palm Beach County certified Small Business Enterprises (SBEs) for construction of leasehold improvements, with a minimum of 15% SBE participation required to qualify for an Infrastructure Improvement Credit of up to six months in rental credits. Proposers must submit a $5,000 proposal guarantee, a Drug-Free Workplace Certification, and detailed information regarding their experience with similar projects, project approach, and proposed stormwater treatment methods using dry detention systems only. Phased development is permitted with no more than two phases, provided the first phase comprises at least 50% of the total leased area and each phase is independently viable. Incompatible uses explicitly prohibited include residential development, schools, churches, adult entertainment, parking facilities competing with airport operations, and wildlife-attracting land uses such as landfills.
