About this file

This is a Phase I Environmental Site Assessment Report prepared by Eco Advisors, LLC for Palm Beach County Facilities Development and Operations Department regarding Parcel F at Palm Beach International Airport (PBIA) in West Palm Beach, Florida. The assessment covers 84.98 acres located between North Military Trail and Haverhill Road and was conducted in accordance with ASTM E 1527-13 standards. The property is currently vacant with wooded areas and a drainage canal bisecting it north to south, with one small TSA-managed outbuilding in the central portion. The site encompasses fourteen parcels with multiple roads transecting the property. Adjoining properties include commercial auto repair facilities, retail establishments, residential areas, botanical gardens, and airport facilities. The report includes comprehensive records review incorporating environmental database searches, historic aerial photographs from 1940 to 2017, topographic maps, and agency file reviews of nearby contaminated sites.

The assessment identified ten environmental findings but concluded that no Recognized Environmental Condition (REC) as defined by ASTM standards was present on the property. However, the report identified one de minimis condition (soil staining and stressed vegetation on the southern border), one Historical Recognized Environmental Condition (HREC) related to a 2004 diesel fuel release from B&B Underground Contractors that was remediated with a Site Rehabilitation Completion Order issued June 7, 2005, and one Business Environmental Risk (BER) involving automotive repair practices and stored petroleum products at Auto Care of the Palm Beaches. Multiple nearby facilities with environmental concerns were documented, including leaking underground storage tanks at former gasoline stations, dry cleaning facilities with solvent contamination, and automotive repair shops, though groundwater flow directions and distance generally suggest limited impact to the subject property.

Phase I ESA Report | PBIA Parcel F, West Palm Beach, Florida| May 2017 | Page 1

1 EXECUTIVE SUMMARY

Eco Advisors, LLC (Eco Advisors) has performed a Phase I Environmental Site Assessment (ESA) for the Palm Beach International Airport (PBIA) Parcel F, 84.98 acres located between North Military Trail and Haverhill Road, West Palm Beach, Palm Beach County, Florida (Site). This ESA was performed for the Palm Beach County Facilities Development and Operations Department. This ESA was prepared in accordance with the standard practices and limitations set forth in ASTM E 1527-13. Additionally, Eco Advisors reviewed six previously completed Phase I ESA reports prepared by other consultants for properties within the Parcel F area that totaled an additional 2.87 acreas.

Figure 1, Area Map, shows the Site and the surrounding area. Figure 2, Site Map, illustrates additional details both on and adjacent to the Site.

A total of ten (10) separate environmental Findings were identified for the Site. Based on Eco Advisors’ professional opinion, no Recognized Environmental Condition, or REC as defined by the ASTM E 1527-13 standard practice, was identified for the Site. However, one de minimis condition, one Historical Recognized Environmental Condition (HREC), and one Business Environmental Risk (BER) were identified. They are as follows:

Soil Staining and Stressed Vegetation

A small area of staining and stressed vegetation approximately four (4) square feet was observed on the southern border of the Site adjacent to the concrete fence bordering the Dollar General. This staining is considered a de minimis condition per ASTM standards.

Leaking Underground Storage Tank (LUST)

B&B Underground Contractors release onsite is a Historical Recognized Environmental Condition (HREC). In October 18, 2004 an accidental discharge of 30 +/- gallons of diesel fuel occurred at the intersection of Wallis Road and Post Road. Contaminated soils were excavated and removed from the Site.

Laboratory analysis of the soil showed all target compounds to be below Soil Cleanup Target Levels (SCTLs). The Site was issued a Site Rehabilitation Completion Order (SRCO) in a letter from Florida Department of Environmental Protection (FDEP) dated June 7, 2005. No engineering controls were established due to this release.

Additional Review

During our site reconnaissance on April 21, 2017 within the Auto Care of Palm Beaches an approximately 500-gallon used oil AST, a 275-gallon AST, two (2) 55-gallon drums, one (1) 30-gallon drum, two (2) above ground hydraulic lifts, and one (1) small gasoline powered portable generator were observed. At the AA Economy Transmission facility five (5) 55-gallon drums of transmission fluid were observed. None of the observed ASTs or drums were located over a

Phase I ESA Report | PBIA Parcel F, West Palm Beach, Florida| May 2017 | Page 2 secondary containment. No floor drains were present with the structure. Oil staining and free product covered in sorbent were observed within the Auto Care of Palm Beaches space. Staining was observed in the exterior parking area and one parking spot on the northwest corner of the site has sorbent present. It appears that stormwater from the garage would flow to the east. No staining running out of the garage along the asphalt was observed. No stressed vegetation was observed. It is Eco Advisors’ professional opinion that there is no evidence that the observed petroleum products have had an adverse impact on the Site and are not considered a REC. However, it is our professional opinion that the automotive repair practices and associated stored petroleum products onsite is considered a BER.

A BER is a risk which can have a material environmental or environmentally-driven impact on the business associated with the current used of the Site.

This report should be read in its entirety in order to fully understand the above issues and their potential concerns. Nothing contained in this report should be construed as legal advice and an attorney should be consulted for any legal questions which may arise with respect to the property in question.
