About this file

This is a Request for Proposals (RFP) issued by the City of Newark, NewarkWORKS, and the Newark Workforce Development Board for payroll services to support Newark Youth Employment Programs. The RFP seeks a vendor to provide comprehensive payroll processing and data management services for youth employment programs, with an anticipated participant range of 1,500 to 3,500 youth ages 14-24. The contract will run for twelve consecutive months starting after Municipal Council approval, with one potential one-year renewal option. Key dates include a release date of March 7, 2025, a question submission deadline of March 21, 2025, and a response deadline of March 28, 2025 at 10:15 am. The Summer Youth Employment Program (SYEP) will begin June 1, 2025, with a pay rate of $16.00 per hour and an end date of December 31, 2025.

The RFP requires the selected vendor to provide a web-based system for participant data collection, enrollment tracking, payroll processing, and reporting. Services include setting up individual payroll records, processing bi-weekly payroll, managing debit card distribution, generating comprehensive reports, and providing customer support. The vendor must ensure secure, encrypted systems with hierarchical access controls and the ability to integrate with existing data management systems. Evaluation will be based on five criteria, each weighted at 20 points: adequate resources, ability to meet contractual goals, business ethics, demonstrated experience, and evidence of past performance. The program is funded through workforce funds allocated from the US Department of Labor and the New Jersey Department of Labor.
