RFP P50554 Summary
This is a Request for Proposals (RFP) issued by the Metropolitan Atlanta Rapid Transit Authority (MARTA) for dental, critical illness, life, supplemental life, and accidental death and dismemberment (AD&D) insurance coverages. MARTA seeks proposals from qualified vendors to provide these benefits for approximately 4,400 active employees and 1,244 retirees, with approximately 1,698 employees and 477 retirees classified as non-represented (non-union) and the remainder represented by labor unions. The RFP invites proposals for any or all products, with particular encouragement for bundled proposals offering multiple services. A virtual pre-proposal conference is scheduled for January 21, 2026, at 1:00 p.m. via Microsoft Teams. All proposals must be received by MARTA's Office of Contracts, Procurement & Materials at 2400 Piedmont Road N.E., Atlanta, Georgia by March 3, 2026, at 2:00 p.m. (local time). The effective date for all contracts is July 1, 2026. The evaluation criteria, listed in descending order of importance, are plan administration capabilities, information technology capabilities, price proposal, qualifications and experience, quality of proposal, and financial capabilities. MARTA reserves the right to award contracts in whole or in part to single or multiple proponents on a per-line-of-coverage basis.
Proponents must submit notarized price proposals in separate sealed envelopes from technical proposals, including Forms 3A through 3D (dental, life and AD&D, critical illness, and long-term care pricing) in Microsoft Excel format and Form 10 (detailed dental claims repricing) through a secure Segal workspace. A comprehensive technical proposal must include financial statements for the past three years, organizational structure and key personnel resumes, qualifications documentation, references from clients with 5,000+ lives, and performance guarantees for each benefit line. Proponents are required to submit completed Forms 7A and 7B to gain access to supporting census data, claims experience workbooks, and dental claims files necessary for proposal development. The RFP mandates compliance with Georgia's Illegal Immigration Reform and Enforcement Act, requiring proof of E-Verify registration, and prohibits proponents from submitting multiple proposals under different names. Incumbent carriers are Cigna for dental (DPPO and DHMO plans), Securian for life and AD&D, and Continental American (Aflac) for critical illness. MARTA's requirements emphasize innovation, cost control options, bundled savings opportunities, and solid core capabilities with peak operational efficiency for benefit program administration.
