About this file

This is a request for proposal (RFP) notes document prepared by the City of Detroit's Construction & Demolition Department (CDD) for an emergency residential demolition project at 19231 Helen Street. The project involves the demolition of a one-story, frame, single-family dwelling that is extensively fire-damaged and poses immediate structural hazards. The property, which suffered fire damage on August 10, 2026, requires urgent demolition due to imminent roof collapse and danger to adjacent occupied structures. Emergency timelines must be met regardless of weather conditions or frost law restrictions.

The project includes several mandatory requirements for the awarded vendor: use of Category 2 approved backfill material sourced from the City of Detroit Backfill platform, coordination with the Detroit Water and Sewerage Department (DWSD) for lead service line inspection and removal within five business days of notification, and adherence to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. The demolition issue will be created in the CDD's Salesforce system upon receipt of the Building, Safety Engineering and Environmental Department (BSEED) Open Hole Approval, which will automatically pause the project timeline during DWSD's inspection and removal process. The contractor's performance will be tracked and documented to ensure compliance with contractual timelines, with holds being recorded separately from the term of performance.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf of
