About this file

This is a Request for Proposals (RFP) issued by the Coquille Indian Tribe for design-assist services to evaluate the HVAC systems at the CIT North Bend Administration Building located at 3050 Tremont Avenue, North Bend, Oregon. The project scope encompasses a systematic inventory and evaluation of building HVAC systems and components, including primary air handling equipment, air distribution ductwork, water distribution piping, and control systems. Proposers must identify system deficiencies, rank them by priority, estimate remaining service life of major components, and provide itemized cost estimates for corrections needed to extend service life to 5 and 10 years respectively. The building is a 17,260 gross square foot wood-framed commercial office structure constructed in 1970 and currently contains two rooftop packaged air conditioning units with heat pumps and two computer room split system A/C units. The RFP was issued on July 31, 2024, with requests for information due by August 22, 2024 at 2:00 p.m. PST and proposals due by August 29, 2024 at 2:00 p.m. PST. The notification of intent to award is anticipated for September 6, 2024, with project start targeted for October 2024 and substantial completion by December 2024. Phase 1 involves the HVAC systems evaluation, with Phase 2 (implementation of corrective actions) to be negotiated separately following the initial evaluation.

Proposals must address a not-to-exceed cost for Phase 1 evaluation services, standard fee schedules for field technical service and installation including travel and incidental expenses, payment terms, and percentage markups on change orders. Proposers must also demonstrate bonding capability and provide evidence of cost as a percentage of construction cost. The RFP is not subject to federal or state prevailing wage requirements. Proposers must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Professional Liability ($1,000,000 each claim, $2,000,000 aggregate), and Business Automobile Liability ($1,000,000 combined single limit). Evaluation criteria include consultant approach and understanding, overall cost and cost-effectiveness, experience working with tribal communities, project management capabilities, and demonstrated qualifications through references. Significant preference is given to Indian Owned Businesses (IOBs) and other tribal or indigenous owned businesses, as well as minority, veteran, and women-owned businesses. Proposals must be submitted electronically to projects@coquilletribe.org and must include proof of Oregon business authority, valid state licensure for team members, a detailed design-assist team structure, and a Proposer's Certification (Attachment A). The Tribe reserves the right to reject any or all proposals, cancel the RFP, extend deadlines, and modify evaluation criteria at its sole discretion.
