INSTRUCTIONS TO OFFERORS

CONTENT OF PROPOSALS (SUPPLIES)

PART A: GENERAL INSTRUCTIONS

1. GENERAL

The Offeror is required to submit sufficient information to enable Government personnel to fully ascertain capabilities and suitability of a proposed CH-53K Grinders. The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to provide qualified CH-53K Grinders. All proposals must clearly and convincingly demonstrate that the Offeror can provide fully qualified CH-53K Grinders. Proposals must demonstrate that the Offeror has a thorough understanding of all requirements and associated risks and is able, willing, and competent to devote the resources necessary to meet or exceed all requirements. The Offeror shall not alter or rearrange the solicitation. The burden of proof for all substantiation within the proposal rests with the Offeror. Offerors are advised that the Government may incorporate any part of the Offeror’s proposal deemed beneficial to the Government, into the final contract, with or without discussions. Price information, (e.g., dollar values and/or hourly rates) shall appear only in Annex A ((Small Business Subcontracting Plan) and Volume 2 (Price). Alternate proposals are not acceptable. The Government advises the Offeror that taking exception or deviating from any term or condition of the solicitation may make an offer unacceptable, unless the solicitation expressly authorizes such an exception or deviation with regard to that specific term or condition.

In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The Offeror is responsible for presenting enough information to allow the Government to evaluate the proposed CH-53K Grinders, as well as the price proposal without opening discussions. Unsubstantiated statements that the prospective Offeror understands or can and/or will comply with the specifications, or paraphrasing the requirements or parts thereof without supporting information, are considered inadequate by the Government and may render a rating of unacceptable.

The Offeror shall include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. There is no need to repeat information in more than one place in the proposal. The detailed information must be included in the most logical place and summarized and referenced in other areas if an overlap exists. Do not provide elaborate brochures or other presentation material beyond that sufficient to present a complete and effective proposal.

Throughout these instructions, “Offeror” is defined as the prime contractor with its CAGE code identified in Block 17A on Standard Form (SF) 1449, Solicitation, Offer, and Award. A “Joint Venture” (JV) is a partnership or teaming arrangement that is formed for the purpose of responding to this solicitation when the prime contractor consists of more than one legal entity. “JV Team Members” are the entities that make up a Joint Venture. The term “entity” is used to mean any or all of the following: prime contractor, JV, JV team members, any subcontractor, and corporate parent, division, subsidiary, or affiliate (e.g., any contractor with a different CAGE Code/DUNS than the Offeror). The following entities are defined as principal entities: (a) the prime contractor; (b) JV Team Members; and (c) other entities that are proposed to perform at least 15.00% of the proposed total price for the contract. Offerors are advised that in order to demonstrate work commitment, each principal entity must be identified in Volume 2 Price and associated with a commensurate dollar value.

The Government intends to evaluate each proposal and award a contract without discussions to the responsible Offeror whose offer, conforming to the solicitation, provides the lowest price technically acceptable offer. Therefore, Offerors are cautioned that their initial offer should contain the Offeror’s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions and request proposal revisions if the Contracting Officer later determines them to be necessary and in the best interest of the Government.

2.0 PROPOSAL FORMAT

Proposals should be formatted using a Times New Roman 12 pt Normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size and will count as 1 page. Graphs and tables shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented. Text utilized in charts, figures, and graphics should also be no smaller than a 10pt font and may use a font type selected by the Offeror.

0. Electronic Submission of Proposal

This section is intended to provide information to the Offeror on the electronic format and application software to be used for submitting proposals. Use of other application software for submission of proposals is prohibited except where specific instructions for non-.pdf or Office 2016 applications are provided.

0. Hyperlinks

Offerors may use hyperlinks within and among proposal volumes. However, there shall be no links from volumes that do not contain cost/price information to volumes that do contain cost/price information.

0. Virus Free Electronic Submission

Offerors are responsible for ensuring that its electronic proposal is virus free. The Offeror shall certify, in its proposal cover letter, that all electronic proposal information delivered throughout the evaluation (e.g., original proposal submission, responses to evaluation notices, Final Proposal Revisions) has been or will be checked for viruses and certify that its files are/will be virus free. The Offeror should specify the software, version, and virus definition used/that will be used to check the data.

0. Multimedia

The Offeror shall not embed sound or video (e.g., MPEG) files within the proposal submission.

0. Graphics

Large files require greater computer system resources and are discouraged. The Offeror is encouraged to:

1. Simplify the color palette used in creating figures and minimize the use of color print or graphics to the maximum extent possible;

1. Minimize size of graphics files; and

1. Avoid scanned images.

(a) As this is a competitive acquisition with adequate price competition anticipated, certified cost or pricing data in accordance with FAR 15.403-1 is not required. However, in the event that adequate price competition does not exist after receipt of proposals, the Government reserves the right to request additional cost or pricing data as necessary from both the Offeror and subcontractors. Further, the Offeror may be required to provide a Certificate of Current Cost or Pricing Data prior to award, pursuant to FAR 15.406-2. Offeror shall acknowledge the requirement to provide additional cost or pricing information and certify the data prior to award if/when requested by the PCO. If no GFP/GFI is required, the Offeror shall so state.

EVALUATION FACTORS FOR AWARD

Part A: GENERAL INFORMATION

1.0 GENERAL

The Government expects to select one Offeror whose proposal is the lowest priced responsible offer for the CH-53K Engine Grinders that is technically acceptable.

2.0 EVALUATION PROCESS

The Government intends to evaluate each proposal and award a contract without discussions to the responsible Offeror whose offer, conforming to the solicitation, provides the lowest priced technically acceptable solution. Therefore, Offerors are cautioned that their initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be in the best interest of the Government. If a competitive range is established, the Government may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

Non-compliance with the terms, conditions, or requirements set forth in the solicitation may be considered a deficiency. The Government may consider any exception or deviation to any term or condition of the RFP that is not expressly authorized by the RFP to be a deficiency, as defined in FAR 15.001. Additionally, any approach that relies on Government resources or operations (e.g., Government Furnished Property, Government Furnished Equipment, Government personnel/actions, Government Concept of Operation changes, etc.) in order to comply with a requirement, unless otherwise allowed, may be considered a deficiency. A proposal assessed with a deficiency or ratings of Unacceptable will make the offer ineligible for award.

3.0 EVALUATION FACTORS FOR AWARD

TECHNICAL:

The Government will evaluate the proposal to determine if it demonstrates that the offeror’s product satisfies all salient characteristics identified in Attachment 2 to the solicitation and includes a Small Business Subcontracting Plan if the offeror is considered an Other Than Small Business. Failure to meet any one salient characteristic or failure to include a Small Business Subcontracting Plan (if the offeror is considered an Other Than Small Business) will result in the proposal being found technically unacceptable and thus ineligible for award.

Product Information

The Government will review the product information proposed for each salient characteristic to ensure that the offeror's proposal demonstrates compliance. If the proposal fails to demonstrate compliance for any salient characteristic identified in Attachment 2 to the solicitation, the proposal will receive an overall Technical Rating of Unacceptable.

PRICE:

For evaluation purposes, evaluation of price shall be based on the quantities identified for each CLIN. The evaluation will not bind the Government to purchase any quantities beyond the minimum identified in the solicitation.

Normally, competition establishes price reasonableness. In limited situations, additional analysis may be required by the Government to determine reasonableness. If, after the close of the solicitation period, the Contracting Officer determines that adequate price competition does not exist and a determination is made that none of the exceptions in FAR 15.403-1(b) apply, the Offeror may be required to provide appropriate cost and pricing data in accordance with FAR 15.403-4.

The Government may determine that an offer is unacceptable if the quantity prices or escalation factors are significantly unbalanced.

PART B: SPECIFIC INFORMATION

1.0 TECHNICAL

The evaluation will include an assessment to determine that the proposal clearly demonstrates that the offeror’s product meets all of the salient characteristics identified in Attachment 2 to the solicitation and has submitted a subcontracting plan if the offeror is considered an Other Than Small Business.

1.0 PRICE/COST

The Government will evaluate the Offeror’s Price Volume for its proposed total price; price reasonableness; whether the Offeror’s proposed CLIN prices are balanced; and whether the Offeror completed the information requested in Section L.

Price Reasonableness: The techniques outlined in FAR 15.404-1(b)(2) will be utilized to ensure price reasonableness. Adequate price competition is anticipated. If, after receipt of a proposal, the Procuring Contracting Officer determines that adequate price competition does not exist, the Contracting Officer may require submission of additional information to determine a price fair and reasonable.

Total Evaluated Price: The total evaluated price will be the sum of the Base Period CLINs.

PART C: EVALUATION RATING DEFINITIONS

1.0 EVALUATION RATING DEFINITIONS

The definitions below will be used by the Government when assessing solicitation compliance and the expected results of the Offeror's proposed approach. The appropriate adjectival rating will be assigned to the Technical factor.

2.0 TECHNICAL EVALUATION RATINGS

Technical Ratings: The technical assignments are provided in the table below.

(a) All actual and potential offerors are encouraged to provide feedback on the preaward and debriefing processes, as applicable. Feedback may be provided to agencies up to 45 days after award. The feedback is anonymous, unless the participant self-identifies in the survey. Actual and potential offerors can participate in the survey by selecting the following link: https://www.acquisition.gov/360.

(b) The Contracting Officer will not review the information provided until after contract award and will not consider it in the award decision. 52.204-7 SYSTEM FOR AWARD MANAGEMENT (OCT 2018)

(a) Definitions. As used in this provision--

Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.

Registered in the System for Award Management (SAM) means that--

(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM;

(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in SAM;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record ``Active''.

Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.

(b)(1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in SAM.

(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:

(1) Company legal business name.

(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.

(3) Company physical street address, city, state, and Zip Code.

(4) Company mailing address, city, state and Zip Code (if separate from physical).

(5) Company telephone number.

(6) Date the company was started.

(7) Number of employees at your location.

(8) Chief executive officer/key manager.

(9) Line of business (industry).

(10) Company headquarters name and address (reporting relationship within your entity).

(d) Processing time should be taken into consideration when registering. Offerors who are not registered in SAM should consider applying for registration immediately upon receipt of this solicitation. See https://www.sam.gov for information on registration.
