Portsmouth Naval Shipyard

GENERAL REQUIREMENTS

NAVFAC Solicitation No.: N4008520R2528

Title: Leanring Center Towers, B178

Location of the Work: Kittery, Maine

Description of the Work: The contractor shall provide the supervision, labor, equipment, and materials necessary to erect two learning center towers to support mockup training for servicing operations. The towers shall be three stories tall to simulate servicing operations. The towers shall be of similar design and construction as the adjacent structures. -Lighting, Flush mount electrical services, HVAC systems, ports to support installation of industrial ventilation systems, platforms at intermediate levels for training access, removable roofs to accommodate mockup movements, common stairs and platforms for access to all levels, one tower requires a gantry lifting system on the roof. This action contains a base bid and four (4) options. The

Government shall have the unilateral right to award any or all of the options at the time of Task

Order award or within 60 days thereafter and if any or all options are exercised the CCD will remain unchanged.

Estimated Budget Amount or Price Range: In accordance with DFARS 236.204 (or FAR

36.204, depending on project size) Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $1,000,000 and $5,000,000.

Time for Completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and

Completion of Work, the duration of this task order shall be 120 calendar days from date of award (includes 10 calendar days for submission and approval of bonds and insurance). Options can be exercised 60 days from date of contract award. Any option or combination of options being exercised will not impact the duration of the contract.

Wage Determination: Department of Labor (DoL) General Decision Number ME20200019 applies to this work. The wage determination version in effect at the time of award shall apply to the work performed under this contract. (02/14/2020 version provided)

Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages – Construction, liquidated damage are established as $2,500.00 per calendar day.

Utilities: When available, the Government will provide reasonable amounts of electric, water and compressed air for the work to be performed under this contract at no cost to the contractor.

Record Shop Drawings: In accordance with FAR 52.236.21 Specifications and Drawings for

Construction, record shop drawings are required. Reproducible copies of these record drawings are also required.

Basis for Award: This task order will be awarded on a fair opportunity basis pursuant to FAR

16.505 ordering procedures. The basis for award will be low price.

Bond Requirements: In accordance with FAR 52.228-1 Bid Guarantee, each offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the offer submitted, but in no case to exceed $3,000,000. In accordance with FAR 52.228-15 Notice of Bonding

Requirements, Performance and Payment Bonds for 100% of the contract award value shall be required from the awardee within ten (10) calendar days after date of award.

Proposal Acceptance Period: Proposal acceptance period shall be 90 days from receipt of offers.

Site Visit: All attendees must be sponsored by one of the MACC prime contractors named on the front page of this Request for Proposal. Site visit is scheduled for Thursday, 26 March 2020 at 1330. Attendees with base and CIA access shall meet at the North-West corner of Building

178. By noon on Friday, 20 March 2020, all Prime contractors shall must submit their complete list of attendees with the following information to me, Brad Beisswanger at

2. Company name (if subcontractor, provide the subcontractor’s company name)

3. State of Residence

4. US Citizenship (Y or N) (All visitors must be US citizens)

5. Current DBIDS access badge for PNSY (Y or N)

6. Current Controlled Industrial Area (CIA) access (Y or N)

7. If any individual needs DBIDS and/or CIA access, please submit the following additional information:

Early on the day of (or better yet the day before) the site visit, any visitor who does not have

Base or CIA access should report to the pass office to have the required background check performed. Prime contractors are responsible for instructing their invited subcontractors as to the requirements for base access. The NAVFAC team will meet visitors requiring escort at the pass office at 12:45 on the day of the visit. (Prime contractors shall coordinate all subcontractors requiring site visit access.)

Those who already have current PNSY and CIA access shall submit the required attendee information via email as noted above (through one of the MACC Prime Contracts).

Pre-Proposal Inquiries (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries shall be submitted by MACC holders only via email to brad.beisswanger@navy.mil no later than 30 March 2020. Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. Responses will be published via amendment(s).

Fair Opportunity:

This request is conducted under the fair opportunity guidelines of FAR 16.505(b), which outlines the ordering procedures for orders issued under multiple-award contracts. Award will be based on a determination of best value to the government, price and other factors considered. “Best value” means the expected outcome of an acquisition that, in the government’s estimation, provides the greatest overall benefit in response to the requirement. Best value evaluation is, in and of itself, a subjective assessment by the government of the proposed solution that provides the optimal results to the government.

This method does not use any aspects of FAR subpart 15.3. The use of this fair opportunity process does not obligate the government to determine a competitive range, conduct discussion with any contractors, solicit proposals or revisions thereto, or use any other source selection techniques associated with FAR subpart 15.3.

Basis for Award:

1. The proposed task order will be awarded to the responsible offeror offering the best value to the Government. For this order, the best value is expected to result from selection of the proposal with the lowest evaluated price. To make a determination of best value, the

Government shall evaluate each offeror on price only.

2. Submittal Requirements and Basis of Evaluation.

(a) Price:

(2) Basis of Evaluation – The Government will evaluate price based the total price. Total price consists of the base bid and all option items. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the options. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

a. Comparison of proposed prices received in response to the RFP.

b. Comparison of proposed prices with the Independent Government Cost

Estimate (IGCE).
