Solicitation N32253-21-R-0007 FACILITIES SUSTAINMENT

Question:

Reference: PWS Sections 5.1.2 (Project Manager & SME Consultant) and 5.1.3 (On-Site Assistant Project Manager & Environmental, Health, & Safety (EHS) Manager).

Question: PWS Sections 5.1.2 and 5.1.3 present qualifications. Can you clarify these requirements? Is it the intention of the Government that the SME does not need a Bachelor’s degree, but yet the referenced EHS Manager does need one? In our experience, SMEs typically manage skilled labor and engineering support personnel which would require a higher education level, knowledge of engineering principles, and knowledge of OP,N, MILCON, and IPE. However, an EHS can typically perform their functions without a Bachelor’s Degree. It appears that the requirements of Section 5.1.2 are more applicable to PWS Section 5.1.3 , and the 5.1.3 requirements are more applicable to Section

5.1.2 Please clarify if that is the case

Answer:

The EHS manager and the SME should both have a bachelor’s degree.
