SECTION C: STATEMENT OF WORK (SOW)

C1. ACTIVITY IDENTIFICATION

1.1. Location:

1.2.1 Existing Data Center at DABS Headquarters (HQ) in Kabul

1.2.2 New Disaster Recovery (DR) Data Center at the Tarakhil Power Plant, Kabul

1.2.3 Load Centers in Kabul, Kandahar, Balkh, Herat and Nangarhar Provinces

C2. BACKGROUND

Da Afghanistan Breshna Sherkat (DABS) is transforming and automating its business operations with the support of Information Technology (IT) to improve transparency and productivity with the goal of becoming a commercially successful and sustainable Power Utility. As part of this program, DABS has implemented the “mPower” software application suite to automate its core business processes, including metering, billing, revenue collection, customer care, mobile workforce, energy auditing, asset registration and asset management. DABS also initiated the implementation of Microsoft Great Plains (GP) for automating its internal functions, including finance, accounting, procurement, HR and Inventory Management System (IMS).

1. DABS HQ Data Center in Kabul:

The DABS HQ Data Center houses the existing IT infrastructure and is the current repository of all data collected by DABS. Currently the data gathered by DABS is not backed up. In case of any interruptions, the business operations of DABS will be adversely affected. To mitigate disruption of business operations, DABS plans to establish a Disaster Recovery Data Center at the Tarakhil Power Plant.

2. Disaster Recovery Data Center at Tarakhil Power Plant in Kabul:

All the critical business applications including mPower and Microsoft GP ERP are centralized at DABS Data Center in Chaman Hazouri Kabul without any backup data center. To address the lack of data backup, DABS intends to establish a disaster recovery data center to be housed in the National Load Control Center (NLCC) building located at the Tarakhil Power Plant, Kabul. The disaster recovery data center IT infrastructure will mirror the existing IT infrastructure at DABS HQ Data Center.

3. Load Centers:

The mPower application suite and Microsoft GP Enterprise Resource Planning (ERP) application have also been deployed in five major Load Centers in Kabul, Kandahar, Balkh, Herat and Nangarhar provinces. To support the full implementation of mPower, DABS need IT equipment and accessories (see Schedule No. 2).

C3. SCOPE OF WORK

The Contractor shall perform the following tasks:

Task No.1 Existing Data Center at DABS HQ in Kabul:

In order to facilitate the interface with the disaster recovery data center, the contractor shall perform the following:

Sub-Task No.1.1: As-is Study Sub-Task No.1.2: Surveying and documentation of the existing network connectivity Sub-Task No.1.3: Re-configuration of existing data center, as applicable Sub-Task No.1.4: Supply of minor equipment as needed Sub-Task No.1.5: Update of all the Systems and Applications Sub-Task No.1.6: System Operation and Maintenance (O&M)

Sub-Task No.1.1: As-is Study

Perform an as-is study of the existing system and conduct a detailed inventory of, but not limited to, the existing servers and other equipment along with the Bios, Firmware, Redundant Array of Independent Disk (RAID) configurations, Operating Systems (OS), partitions, network configuration, application versions and prepare an existing system As-is report.

Deliverable under Sub-Task No.1.1:

• As-is Study Report

Sub-Task No.1.2: Surveying and documentation of existing network connectivity

Survey and document the existing network connectivity for the local area network (LAN), internal and external interfaces and develop a detailed existing diagram of the network.

Deliverable under Task No.1.2:

• System Documentation

• Network Diagram1; and

• Propose list of required repairs and associated hardware and software (if needed)

Sub-Task No.1.3: Re-configuration of existing data center as applicable

The contractor shall reorganize, reconfigure and recommission the existing system.
