About this file

The Department of Juvenile Justice (DJJ) has issued a Request for Proposal (RFP) Number 10907 for a ninety-five (95)-bed co-located residential program for youth in Florida. The program will serve two primary populations: (1) sixty-three (63) high and maximum-risk male youth aged 14-21 requiring Mental Health Overlay Services (MHOS) or Substance Abuse Treatment Overlay Services (SAOS), and (2) thirty-two (32) high-risk male youth aged 14-19 needing Borderline Intellectual Functioning (BIF) or Developmental Disability (DD) Treatment Services. The program will be located in a Department-owned building at 2330 New Beginnings Road in Kissimmee, Florida (Circuit 9), or in a Respondent-owned/leased facility within the state. The RFP seeks comprehensive services including innovations in delinquency programming, with multiple service attachments covering health, mental health, substance abuse, academic, and career and technical education services.

This Informational Notice #1, dated July 28, 2025, primarily cancels previously scheduled Evaluation Team Briefing and Debriefing meetings. The Department retains flexibility in bed allocation based on treatment service needs. The RFP includes specific UNSPSC Codes (93141500, 9314501, 9314502, 9314503, 93141506, 93145007) and provides conference call details for potential public attendance, with recordings to be made available on the DJJ website within 48 hours of each meeting, excluding weekends and holidays. The document indicates that while specific meetings are being canceled, the overall procurement process continues, with attention to detailed service requirements and potential provider specifications.
