About this file

The document is an Attachment S - Tie Breaking Certifications for RFP #10907, which outlines the criteria for breaking ties in a competitive bidding process. The attachment provides five potential tie-breaking designations that bidders can claim: (a) Drug Free Workplace, (b) Certified Minority Business Enterprise (CMBE), (c) Service Disabled Veteran's Business Enterprise, (d) Florida Business, and (e) Foreign Manufacturer with a Factory in Florida. These designations create a hierarchy of preferences when two or more bids are equal in price, quality, and service.

The tie-breaking certifications are based on specific Florida Statutes that provide preferential treatment to businesses meeting certain criteria. For example, if two bids are equal, a bid from a business with a drug-free workplace program will be preferred, or a bid from a certified minority business enterprise will be selected. For designations involving minority or veteran-owned businesses, additional documentation such as net worth may be required. The document allows bidders to check multiple designations that apply to their organization, providing a structured approach to resolving bid ties in a fair and systematic manner.
