RFP Summary: Life and Disability Insurance Administration
This is a Request for Proposals (RFP-HR-25-558) issued by the City of Long Beach for the procurement of Life and Disability insurance administration services for City employees. The City seeks qualified insurance carriers to deliver and administer employer-paid and employee-paid life and disability insurance products for approximately 5,067 enrolled employees across 13 distinct product lines, including Basic Life, Voluntary Life, Spouse Life, Child Life, Additional Life, Short-Term Disability, and Long-Term Disability coverage with varying benefit structures across multiple labor union classifications. The RFP was released on March 20, 2025, with questions due April 3, 2025, proposal submissions due April 24, 2025 at 11:00 AM PST via LongBeachBuys.com, and evaluation scheduled for May-June 2025, with potential interviews in June 2025 and contract execution targeted for January 1, 2026. The contract award will be for three years with options to renew for two additional one-year periods, not to exceed five years total.
The 2024 total annual premium across all life and disability plans was approximately $2 million, with the City contributing approximately $1 million and employees the remainder, with an estimated monthly covered volume of $580 million. The City currently partners with The Standard for benefits administration and requires bidders to provide comprehensive quotes for all 13 current products, with failure to support all products disqualifying proposers. Pricing must account for various benefit structures by labor classification, and the successful contractor must honor claims for employees not actively at work on the plan effective date. The City will allow a 31-day grace period for premium payments under preferred self-bill payment terms, with monthly billing conducted. Proposers must demonstrate financial stability through audited financial statements or corporate annual reports, maintain HIPAA compliance, provide a $20,000 implementation allowance for transition support, and meet specific claims processing performance guarantees, including 95% approval within five business days for life claims and 92% approval within five business days for short-term disability claims.
