About this file
This is Addendum No. 2 to RFP No. HR-25-558 issued by the City of Long Beach Department of Financial Management for Life and Disability Insurance services. The addendum updates the proposal deadline to May 1, 2025, by 11:00 AM (PST). The City previously conducted a comprehensive audit of its Life and Disability programs to ensure accurate employee classifications and proper file setup, during which it discovered that employee terminations were not consistently processed. The current carrier is The Standard, overseen by Alliant, the City's benefits consultant. The audit remains in progress, and The Standard will issue a credit to offset premiums paid for terminated individuals. Proposers are advised that all bids should be submitted net of commissions, consistent with the current program structure.
All proposers must reference the census data provided in the RFP to determine future volumes and premiums, as the provided claims experience data remains accurate. The City notes that premium fluctuations in prior years resulted from delayed processing due to multiple one-year contract extensions with The Standard and City Council approval procedures; proposers should aggregate past premiums when analyzing historical data. No changes were made to Basic Life AD&D and Supplemental Life AD&D coverages. Failure to submit the signed acknowledgment of this addendum with the proposal may result in disqualification. All official communication must occur through the specified channels and be confirmed in writing by the City Contact.

Extension of Deadline
• Section 4.1 RFP Timeline has been updated with:
Proposals Due – May 1, 2025, by 11:00 AM (PST)
Commission The current life and disability program through The Standard and overseen by Alliant, the City’s benefits consultant, is net of commissions. All proposers should proceed in providing bids net of commissions.
Life Volume Amounts In recent months, in preparation of this RFP, the City of Long Beach has conducted a comprehensive audit of its Life and Disability programs to ensure proper file setup and accurate employee classifications. During this process, it was discovered that terminations were not consistently processed. The audit is still in progress, and The Standard will issue a credit in the coming months to offset premiums paid for these terminated individuals. Moving forward, the market should refer to the census provided in the RFP for determining future volumes and premiums. Please note that the provided claims experience remains accurate.
RFP HR-25-558
Pg. 2
Paid Premiums Due to the City’s procurement and contractual processes, there were several one-year extensions requested against the prior multi-year contract with The Standard that resulted in delayed premiums due to internal processing and City Council approvals. For this reason, premiums appear to fluctuate. Premiums for the past years should be aggregated and the census provided in the RFP should be used to determine future volumes and premiums. There were no changes to Basic Life AD&D and Supplemental Life AD&D coverages. The information provided in the RFP is sufficient for carriers to develop competitive and informed rates.
