About this file
This is a Request for Proposals (RFP) issued by the County of Orange Health Care Agency (HCA) seeking proposals from general acute care hospitals to provide Hospital Services for Correctional Health Services (CHS). The RFP aims to secure hospital services for inmates in Orange County Jails and youths in Orange County Probation Detention Facilities, specifically providing emergency and inpatient care for adults over 18 and juveniles ages 13-18. The solicitation was released on December 5, 2023, with proposals due on January 8, 2024, and services scheduled to commence on July 1, 2024. The initial contract term will be determined during negotiations, with potential renewal options contingent on funding, contractor performance, and County policies.
The County anticipates reimbursing selected hospitals at a negotiated bed rate that includes all costs and expenses directly related to service performance, with the possibility of alternative reimbursement mechanisms like fee-for-service. Funding for these services will come from State AB 109 and County General funds, with the contract subject to sufficient fund availability. The evaluation process will involve a comprehensive review of proposals based on criteria including provider experience, services, performance objectives, staffing, facility capabilities, budget, and potential interviews. The County reserves the right to award multiple contracts, negotiate terms, and select providers based on factors beyond cost, such as service quality and experience managing government-funded contracts.
