About this file
This document is a Request for Proposal (RFP PC2025-013) issued by Park County, Colorado, specifically for a Hearing Officer-Independent Referee position for the County Board of Equalization (CBOE). The RFP solicits bids from qualified individuals to conduct hearings on property valuation appeals, with proposals due by March 30th, 2025, at 12:00 PM MST. The selected candidate will perform hearing officer services at the Park County Administration offices, render written findings and recommendations for property valuation appeals, and comply with statutory confidentiality requirements. Hearings will be scheduled considering the chosen candidate's availability, with the ultimate goal of supporting the Board of County Commissioners' decision-making process.
The proposal requires candidates to demonstrate experience in property valuation, provide a list of previous county clients, disclose potential conflicts of interest, and submit a signed statement confirming they have not and will not represent taxpayers in related property tax matters. Compensation will be based on a fixed hourly charge for conducting hearings and preparing recommendations, with the county reserving the right to negotiate fees with the top candidate. The contract terms emphasize independence and impartiality, specifically prohibiting the hearing officer from representing taxpayers in matters related to the hearings they conduct, in alignment with Colorado Revised Statutes 39-8-101 et seq.
