About this file
This document is Addendum 1 for Request for Proposal (RFP) HD259007 issued by the California Department of Developmental Services (DDS), seeking a Federal and State I/DD Expert consulting entity. The RFP seeks a consulting team with cumulative expertise to provide services across multiple workstreams, including analyzing developmental services, conducting external assessments, identifying change opportunities, designing collaborative meetings, and supporting community engagement. DDS does not have a predetermined project team size, annual level of effort, or budget for this work, and there is no incumbent contractor currently providing these services.
The RFP specifies that indirect/overhead costs cannot exceed 15 percent of the proposed total, and a Business Associate Agreement is mandatory with no research exemptions. The contractor will be required to coordinate with DDS' contracted vendors for meeting facilitation, interpretation, and translation services. The proposal requires key staff to collectively demonstrate seven years of documented experience. DDS will accept both e-signatures and wet signatures on proposal submissions, and the work involves participating in multiple community engagement workgroups whose exact number and frequency are not predetermined. The RFP emphasizes flexibility and adaptability in service delivery across various developmental services domains.

4. What is DDS’ target or maximum budget for this work?

Response: See response to question 6.
8. Is the incumbent eligible to bid on this work?
9. Does DDS consider there to be an incumbent for this work?

Response: DDS seeks a consulting entity with the cumulative expertise of key staff who can provide the requisite services described in Exhibit A, Scope of Work. DDS does not have a preferred project team size.
11. Could DDS clarify whether the responsibilities described in Exhibit A – Scope of Work under Workstream 2 “External developmental services assessment, and identification of change opportunities” pertain to employment services as outlined on pages 4 and 5? If not, are there specific domains of interest?

16. The RFP indicates that DDS leads and/or participates in more than 75 community engagement workgroups. What is the estimated number of workgroups and their corresponding frequency that the contractor would be expected to: (1) participate in; (2) prepare materials for; and (3) lead?
Response: DDS’ work is always evolving and as such it is not possible to identify the estimated number of workgroups and the meeting frequency.
17. Has California DDS successfully exited the HCBS Settings Rule Corrective Action Plan? If not, is work to comply included within workstream #3?
Response: The work in workstream 3 not related to the HCBS Settings Rule Corrective Action Plan.
18. Outreach opportunities are intended to identify community needs in a variety of categories, including by language. Would DDS provide interpretation and translation services, as needed?
Or is this a contractor responsibility?
Response: The Contractor will be required to coordinate with DDS’ contracted vendors for meeting facilitation, interpretation, and translation services.
19. Is it acceptable to submit a complete proposal document that includes e-signatures (like via
