About this file
This is Amendment #2 to a Request for Proposal issued by the San Bernardino County Purchasing Department for Group Purchasing Organization (GPO) Membership, numbered AGENCY25-PURC-6155, dated December 19, 2025. The amendment provides responses to questions submitted during the solicitation process regarding GPO membership services. The RFP seeks a GPO membership to facilitate procurement of medical and surgical supplies, equipment, and fee-based services such as analytics. San Bernardino County estimates annual expenditures of approximately $80 million for supplies and related services, excluding staffing-related spend. The county notes that staffing services are not explicitly allowed under the scope of this RFP and would require separate solicitation. The procurement encompasses various NIGP codes related to categories procured through a GPO, including capital equipment such as medical equipment, IT equipment, and HVAC systems. The county indicates it has 103 projects currently in progress with anticipated medical equipment spending of $6-$10 million annually and a budgeted $10 million for medical capital equipment in fiscal year 2026, with estimated actual spend of $8 million.
Vizient, Inc. is the incumbent GPO membership provider, and the county does not currently have any vendors providing staffing services under Vizient or other GPO memberships. The county utilizes MD Buyline as a benchmarking platform for capital quotes and prioritizes savings, GPO compliance, pricing and terms/conditions, and market insights. The county is in the process of implementing costing software scheduled for July 2026 and notes that a Data Management Platform currently provided as a service may be included as part of the award of this RFP. Bidders are required to provide detailed pricing in accordance with Attachment E - Cost and must complete an Indemnification and Insurance Requirements Affidavit addressing insurance requirements outlined in the original RFP. The contract term is anticipated to run from 2027-2033. Additional detailed spend reports and supplier information can be requested through the county's online portal at sanbernardinocounty.nextrequest.com.

AGENCY26-PURC-6155 Q&A
1. Has this GPO membership RFP been utilized for staffing services (clinical or non-clinical) within San Bernardino County in the past? If yes, what types of staffing services were included (e.g., nursing, allied health, administrative)? Are staffing services explicitly allowed under the scope of this RFP, or would they require a separate solicitation? The RFP mentions medical/surgical supplies and fee-based services like analytics, but does not clearly list staffing.
• In 2022, the current contract was amended to include provisions of a Supply Chain Consultant for an eight-month period. In 2024 it was amended again to include an interim Supply Chain Manager but neither position was filled.
• Staffing services are not explicitly allowed under the Scope for this RFP, a separate solicitation is required.
2. The RFP states annual expenditures are estimated at $80 million for supplies and related services. Does this figure include any staffing-related spend, or is it strictly for supplies and equipment? If staffing services have been procured through the GPO, what was the approximate annual or historical budget allocated for those services? Are there any anticipated budget allocations for staffing under this RFP during the upcoming contract term (2027â??2033)?
