About this file
This is an Amendment #1 to a Request for Proposal issued by the San Bernardino County Purchasing Department for Group Purchasing Organization (GPO) Membership, originally numbered AGENCY25-PURC-6155, issued on November 26, 2025. The amendment modifies the scope of work to establish conditions under which the County will utilize GPO services for procurement of products and services including furniture, office supplies, and food service distribution.
The key modification specifies that where the County maintains existing contracts for these products and services, the GPO will not be used unless the GPO or GPO contractor provides a market basket analysis demonstrating value, and the County Purchasing Department approves the use of the GPO based on that analysis. This requirement ensures that any GPO membership provides competitive pricing advantages compared to existing County contracts before implementation.
