Section 3.0: Component Specifications
Glen Lake Community School has carefully selected components that will be included in the final Armed Intruder Alarm System. Participating vendors are responsible for developing and installing an alarm and alert system for Glen Lake Community Schools, which includes the following features:
Activation
· Shot Sensors- An embedded device with the ability to detect a gunshot that has been fired, and to immediately activate the alarm system. The shot sensors must be purchased at time of installation (as opposed to leased). Shot sensors must cover exits/entrances and hallways, and must have the ability to differentiate between a gunshot and a loud bang. EXAMPLE: Guardian Indoor Active Shooter Detection System (or similar). Comment by Fran Seymour: what are the specs that you want the shot sensor to meet? Reliability rates, range, error rate, power source, etc? Audio and infrared detection? It's fair to name a specific product and include the phrase "such as Guardian Indoor Active Shooter Detection System or equal". Comment by Marcus Mead: Specified example from our closed session meeting as an example.
· Pull Station (or similar) Point of Activation- A user-friendly, easily identifiable and tamper resistant means of immediately and manually activating the alarm system. Pull stations may be wireless, or hard wired. Pull stations must present in distinct and easily identifiable colors, include highly visible signage, with markings consistent with police/law enforcement.
· Portable Remote Deployment- A wearable or portable point of activation which will allow a mobile or stationary user to immediately trigger the alarm system. Wearable Remotes must be trackable, and must have the ability to be monitored for battery life.
Communication
· Universal Audio Alarm to Every Location in the School- Glen Lake Community Schools will provide access to our Informacast public address system. The submitted proposal may integrate with this existing PA system to provide an immediate audio alert to all students and staff.
· Visual Flashing Alarm Indicators- A flashing blue strobe light which is immediately activated by the alarm and clearly visible to staff and students. Visual indicators may be wireless, hardwired, or both.
· Automatic Notification to Law Enforcement- The alarm system must immediately notify law enforcement that an alarm has been triggered. Alarm must be multi platform (e.g., text, phone call, push notification, etc.) Potential of internet-based system integration with law enforcement.
· Instant Communication to Predetermined Contact Group- The alarm system must immediately notify a predetermined list of contacts.
· Two-Way Communication among Staff and Command group Proposed solutions must include the ability for two-way communication between staff and command groups (e.g., administration and/or law enforcement). This could include, but is not limited to, text messaging or a dedicated mobile app.
· Identification Maps of Pulled Alarm and Shots Fired- An alarm trigger must provide “map” functionality which will allow stakeholders such as law enforcement, administration, and/or staff to immediately observe where a shot has been fired and where a point of activation has been deployed. The map must update in real time as additional shots are fired and must be reasonably accessible during a crisis.
Operation
· Intuitive Use for Staff and Students- Deployed solution must be easy and intuitive to operate for students of all ages.
· Power Loss Protection- Deployed solution must include a provision for continued operation during a power loss.
· Secure from Unauthorized Access- Deployed solution must be secure from unauthorized access (e.g., hacking).
Section 3.1: Suggested Project Design
The following specifications have been designed by Glen Lake Community Schools as a suggested implementation of an Armed Intruder Alarm System. Bidders are strongly encouraged to submit a quote that meets the requirements of the Suggested Project Design to allow Glen Lake Community Schools to compare bids to a standard design.
That said, there are an infinite number of possible configurations, and configurations may differ based on such factors as cost or the knowledge and expertise of the bidder.
Should a bidder believe an alternate configuration to be preferable to the Suggested Project Design, quotes involving alternate configurations in addition to, or even instead, of the Suggested Project Design, are welcome and encouraged. Bidders who do not include a quote for the Suggested Project Design should include an explanation as to why the submitted design is more appropriate in meeting stated project objectives.
All bids must include installation and all other associated costs, including but not limited to software support, monitoring services, etc.
Suggested Project Design-
The Suggested Project Design includes the following components:
Activation:
· Shot Sensors- 28 shot sensors (as indicated on MAP 1)
· Pull Station (or similar) Point of Activation- 103 pull stations (as indicated on MAP 1)
· Portable Remote Deployment- 10 wearable Wearable Remotes (or similar) Communication:
· Universal Audio Alarm to Every Location in the School- To be determined by bidder
· Visual Flashing Alarm Indicators- 43 Strobe Lights (as indicated on MAP 1)
· Automatic Notification to Law Enforcement- To be determined by bidder
· Instant Communication to Predetermined Contact Group- To be determined by bidder
· Two-Way Communication among Staff and Command group- To be determined by bidder
· Identification Maps of Pulled Alarm and Shots Fired- To be determined by bidder
Operation
· Intuitive Use for Staff and Students- To be determined by bidder

Map 1: Glen Lake Community School Including Proposed Solution Component Locations
3.2 Existing School Infrastructure
Glen Lake Community School utilizes existing systems which may play a role in the proposed solution. These systems include:
· The Public Address System- Currently being replaced with an IP-speaker based system that will allow universal audio coverage to the school campus. The system is managed by the Informacast server.
· Cisco WIFI Network- near-universal network connectivity via a secured wireless network.
· Axis Security Camera System- Currently being upgraded, this system will include 53 wired security cameras that provide extensive coverage of the GLCS campus, both interior, and exterior.
· DSX Door Server- Recently upgraded. Controls door lock schedules for exterior doors. Most exterior doors also include door sensors to determine if the door is open or closed, even if locked manually.
· Cisco POE wired network- One MDF and three IDF switch rooms are distributed throughout campus. All switches feature Power Over Ethernet (POE). A limited number of ports may be available for proposed solutions. If POE switches are required for proposed solution, the switch must match currently installed Cisco units (2960 X series (WS-C2960X-48FPD-L V05)for IDF locations, Catalyst 3850 48PoE+ (edu-c3850-48F-S V05) for MDF location).
· Uninterrupted Power Supplies- All MDF and IDF locations were recently upgraded to include robust UPS units in the result of a power outage. POE connected devices will therefore include a provision for a power outage via the UPS units. Additional UPS units, if required by the proposed solution, match currently installed units (APC Smart-UPS SMT2200C - UPS for Middle School and High School IDF’s, APC SMARTUPS 2200 RM2U 120V SMARTCON for Elementary IDF and MDF) Comment by Fran Seymour: specs? How long do they have to provide power, etc. Comment by Marcus Mead: Yeah, I left that open ended on purposes. Most shootings are over in 10 minutes or less, and pretty much any provision should cover that amount of time if someone cuts power prior to engaging in the attack. I am anxious to see what people come up with. Comment by Sander Scott: name it and add "or equivalent"
· Cable Routing- The vast majority of the GLCS campus features drop ceilings with cable raceways network cabling which may be utilized by bidders.
Bidders who wish to utilize existing systems should clearly indicate what will be utilized, and how, in their proposal. For questions regarding existing system integration, please contact:

4.0 Proposed Solution
In addition to a detailed quote, bidders must include detailed information on components and systems utilized in the proposed solution, such as specifications sheets, pictures of product, lab testing results, UL certification, etc.
Bidders may decline to include listed components provided that is clearly indicated and the reason for the omission is given (e.g., “Shot Sensors are not included, as our company does not have experience installing and integrating these units.”) Comment by Fran Seymour: I would advise against this. First, you have put a lot of work into designing a custom system.....why give bidders the option to provide us with less than what we'll be satisfied with? Second, managing multiple bidders for a combined system is usually a fricking nightmare. Fingers get pointed instead of issues resolved, too many moving parts, who is ultimately responsible and where the buck stops, and GLCS is the parent in the relationship, etc. Comment by Marcus Mead: Agreed; on the other hand, I don't want to miss out on the perfect shot sensor just because they don't do Fobs and have been disqualified by that requirement. Comment by Fran Seymour: I get it. But are you willing to accept bids that don't meet all the requirements anyway? Your call, just a suggestion. Comment by Sander Scott: My thought would be to address Fran's very legitimate concern at the time of receiving the bids. It might be a major reason to go with one bidder over another, but at this point, I'd like to keep as many options as possible open to solving our issue. We'd rather have a situation where we have an option that's ultimately not needed than need an option that's now not available.
The final project may involve multiple bidders as determined by Glen Lake Community Schools.
If submitting a quote that differs from the Suggested Project Design, Section 4: Proposed Solution need only be included once, provided all components utilized in the proposed solutions are included.
4.1 Shot Sensor
____ Submitting solution for Shot Sensor _____ NOT submitting solution for Shot Sensor (explain)
Parts Required and Cost:

Please describe how the shot sensors are installed: Comment by Fran Seymour: just my opinion here.....this sheet and the others that ask for detailed info on the components are good. But they are very open ended. I get we want to know the various capabilities of each component, but the more you can quantify the performance you are expecting, the more the answers will be manageable. If it's really open ended, you will spend A LOT of time interpreting what you're actually getting. Comment by Sander Scott: Great point. My expectation would be that Marcus and Doug (and our whole admin team) spends the necessary time, whatever it takes, to interpret and sift through the complexities so that we can satisfy ourselves that we have the very best system in the end.

Comment by Fran Seymour: You've asked for alternates if available, so don't limit it to this form. Maybe word it "All bids must be submitted on this form. If you have solutions or alternates that are not included on the form please provide in a separate document". Comment by Marcus Mead: Of should it say, "must include this form?" We need the form, but the bid they submit will be an itemized list, schematics, etc. in addition to. At least, if they are serious about us considering it. Comment by Fran Seymour: sure. point being you want to encourage free thinking outside of the specs you've outlined. the format you get that in is up to you, just thinking you want to specifically point out there is an opportunity for them to amend or modify the "plan" if they think they have a better way. Seems like common sense, but if I had a nickel for everytime I heard "but that wasn't i the bid".......
