1. STATEMENT OF WORK & GENERAL CONDITIONS

1.1 Intent

This specification herein states the minimum requirements for the NEX Mini Mart Fuel Station Infrastructure Replacement Project at Naval Submarine Base Kings Bay.

The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and engineering services required to execute a turn-key replacement of the existing fuel storage, dispensing, electrical, and Point-of-Sale (POS) infrastructure at the NEX Mini Mart located on Naval Submarine Base Kings Bay.

The intent is to modernize the facility with modern fuel handling, environmental monitoring, security, and retail technologies while ensuring full compliance with federal, state, and Department of Defense (DoD) environmental and safety standards.

1.2 Proposal Terms & Responsiveness

All submitted bids must be regular in every aspect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. Any irregular or non-responsive proposals that are not prepared and submitted in accordance with this RFP and specification document, or any proposals lacking sufficient technical literature to enable the County to make a reasonable determination of compliance with the specifications, will be rejected. It shall be the proposer’s responsibility to carefully examine each item of the specification. Failure to offer a completed proposal or failure to respond to each section of the technical specification will cause the proposal to be rejected without review as non-responsive. All variances, exceptions, and/or deviations shall be fully described in a separate attachment titled "Exceptions to Specifications" with direct references to line/section numbers.

1.3 On-Site Field Assessment Context

An on-site field assessment of the NEX Mini Mart fuel dispensing and storage facility was conducted to assist in the development of the specifications for this RFP and general improvement of the system. The site survey consisted of a review of original facility construction plans as well as an extensive review of the current system, including existing utilities, UST layout, equipment pads, electrical controls, canopy structure, and retail sales/POS infrastructure.

1.4 Project Oversight & Reservation of Rights

Camden County, operating under an Intergovernmental Service Agreement with Naval Submarine Base Kings Bay, will act as the project manager for the removal and replacement of the specified fuel infrastructure on the Naval Base. The County reserves the right to reject any or all proposals or any part thereof, and to waive any minor technicalities.
