About this file
This is Addendum Number 1 to RFP 25-027 for the FY25 Nonprofit Arts and Recreation Grant program issued by the City of Sandy Springs, Georgia. The response due date is February 11, 2025 at 2:00 p.m., with final award decisions to be made in March 2025. Programs funded through this grant must be completed by December 1, 2025. The addendum addresses 17 questions from prospective offerors, clarifying various aspects of the grant program including eligibility requirements, page limits (12 pages maximum for letters d-h in section 2), and eVerify documentation requirements.
Key clarifications include that in-kind contributions can count toward leveraged funding with no restrictions on matching funds, programs do not have to occur in City parks, and there are no preferred types of partners for collaborations. For previously funded programs, Category 1 funding is available for arts program continuation, while swim programs would only be eligible if expanding beyond previously provided services. The evaluation committee will weigh qualitative aspects based on program type and community need served, while quantitative aspects will be judged by number of people served and service frequency. For documentation, UEI numbers are accepted in place of DUNS numbers, and specific program metrics are detailed in Exhibit B of the RFP.

Addendum Number 1
Request for Proposal (“RFP”) 25-027
FY25 Nonprofit Arts and Recreation Grant
COMPLETE THIS ADDENDUM, SIGN and SUBMIT with the RFP
RESPONSE DUE DATE: February 11, 2025, 2:00 p.m.
To All Prospective Offerors: In reference to the RFP listed above, the following changes are hereby incorporated into the RFP.
**Questions**
Number Question Response
1. My proposed event for consideration will be on February 7 and 8. Submissions are due on February 11 - after my event. Would my event be considered during the 2025 submission cycle? If the application process continues to be released in January going forward, would my event ever be eligible if it is in January or February? Thank you.
No, it would not be eligible for award.
2. With all of the MOU pages that have to be submitted and the proposal certification, corporate certificate, two years of financials, and an audit, might the total amount of pages submitted be increased? All my information will not fit. Thank you.
Limit your total number of pages to 12 pages max for letters d-h in section 2.
3. Our Sandy Springs Education Force (SSEF) program is a collaborative with Georgia State University Foundation and Sandy Springs Middle School (Fulton County Schools). The staff at Sandy Springs Middle School are paid through Georgia State University. SSEF is submitting a proposal for expansion of our current collaborative after school program.
The applicant submitting the proposal, should complete Exhibit F (eVerify), as SSEF is the entity entering into the contract with the City. Although Georgia State University (GSU) is responsible for payroll, SSEF is responsible for ensuring that all subcontracted entities (including GSU) comply with O.C.G.A. § 13-10-
While SSEF is registered with eVerify, the salaries are paid through Georgia State University. Thus, who need to complete the Exhibit F form - SSEF or Georgia State?
91(b) (1). If Georgia State University is considered a subcontractor rather than the direct service provider under this agreement, SSEF should ensure GSU provides a separate affidavit confirming compliance.
4. Can you provide the associated project number and a list of previous NARG awardees, including their category type and a brief overview of their programming?
See Award Memo from 2024, Exhibit A
5. Could you share a list of current programs and nonprofit organizations previously supported through the NARG program?
See Award Memo from 2024, Exhibit A
6. As DUNS numbers are no longer supported wholly, will a UEI suffice for non-profit organizations interested in pursing this opportunity?
Yes
7. Do you have a target date or date range when the final award decisions will be made?
March 2025
8. How soon after awards are issued with the organization be required to start programming?
The program can begin and end any time prior to December 1, 2025
9. Could you provide examples of previously funded programs under both grant categories, along with their impact and community feedback?
See Award Memo from 2024, Exhibit A
10. How does the City define “collaboration” for this grant, and are there preferred partner organizations or types of partnerships?
There are no preferred types of partners and collaboration can be in any supportive role. Such as, providing a facility, staffing assistance, supplies, etc.
11. What specific metrics or reporting formats does the City expect for measuring program success?
See Exhibit B of the RFP
12. Are there any restrictions on matching funds from other sources, and can in-kind contributions count toward leveraged funding?
There are no restrictions on matching funds and yes, in-kind contributions can be counted.
13. How will the Evaluation Committee weigh qualitative vs. quantitative aspects of the proposal?
Qualitative will be weighed by the type of program provided and the community need it serves. Quantitative will be weighed by the number served or how frequently the service is provided.
14. Are there preferred program start and end dates, or flexibility in the grant timeline, to accommodate program development and recruitment?
The program can begin and end any time prior to December 1, 2025
15. Does the City have preferred communication channels or methods for reaching low-income or underserved communities?
No
16. We want to pursue a health and wellness program that provides interactive workshops that consist of cooking demonstrations and health educators to bring awareness and education on the importance of proper nutrition and food habits to prevent chronic diseases?
Should we be orchestrating our program to include all parks or is there a specific park where this program would be a good fit, maybe Hammond park?
And are there any organizations already offering this type of program?
The program does not have to occur in a City of Sandy Springs Park.
17. I'd like to have some guidance regarding the Category One and Category Two applications.
In 2023, we were funded for $25,000 to start a water safety and swimming lessons program for low-income Latino children.
In 2024, we applied to continue the program and received $12,500. We also applied for the expansion of our arts program and received $25,000.
For 2025, may we apply for Category One to continue the swimming program? Or should the Category One application focus on the continuation of our arts program? Both programs have high demand and I am unclear if swimming is eligible for a second continuation grant.
The arts program would be eligible for Category 1 funding. The swim program would only be eligible if there is an expansion of service beyond what was provided in previous years.
I hereby acknowledge receipt of Addendum Number 1 for #25-027 FY25 Nonprofit Arts and Recreation
Grant and have incorporated the changes into my response for the above-mentioned Request for
Proposal.
