About this file
This Statement of Work is a Request for Response issued by the Massachusetts Department of Conservation and Recreation for survey services related to the Southern New England Trunkline Trail property boundary establishment. The project requires a licensed surveyor to establish correct boundaries between DCR ownership and abutting properties, resolve encroachments, and create a recordable survey plan. The survey covers approximately 4,315 linear feet of property line located on South Street near house #38 in the Plymouth County area (Map 213, Parcels 15 & 18). The scope includes monumentation installation at corners and angle points, location of existing encroachments, preparation of a survey plan compliant with Registry of Deeds regulations, and recording of the final plan. The selected contractor must submit a draft survey plan for DCR review prior to final recording and must provide one mylar copy and four paper copies of the map to DCR and the Department of Conservation and Recreation. Questions regarding the RFR are due by May 13, 2026 at 5 p.m., with answers provided by May 15, 2026. Responses must be submitted electronically via the Commbuys system by Friday, May 22, 2026 at 5 p.m. The project must be completed prior to June 15, 2026. No pre-bid walk-through is scheduled for this property.
Evaluation of responses will be based on references on file with the Commonwealth, previous experience with the Commonwealth, and price for services. Vendors responding must be registered on the Commbuys Master Agreement FWE-SURVEY-19 and registered on the Commbuys platform. The RFR does not commit DCR to approve any Statement of Work, reimburse preparation costs, or engage any vendor; DCR reserves the right to accept or reject any quotes and contract with some, all, or none of the responding vendors. All work must comply with the EEA Land Acquisition Policy—Specifications for Surveys dated January 6, 2015, except for Items 4 and 9, and current plan regulations under M.G.L. c. 36, Section 13A. Contractors are responsible for recording the survey with the Worcester Registry of Deeds and providing latitude and longitude coordinates for all corners in degrees, minutes, and seconds format.
