The project requires the selected contractor to establish correct property boundaries between DCR ownership and abutters, create a survey plan conforming to EEA specifications suitable for recording at Plymouth County Registry of Deeds, and resolve any encroachment issues. The scope involves surveying approximately 4,381 linear feet of boundary lines, setting iron pins or rebar at all corners and angle points, setting monumentation every 50 feet on lines shared with Brockton Assessor Map parcels and at intervals not exceeding 100 feet on remaining lines, and locating and documenting existing encroachments. The contractor must also provide latitude and longitude coordinates for all corners in degrees, minutes, and seconds format. No pre-bid walk-through is offered. Questions regarding the RFR are due by May 22, 2026, at 5:00 p.m., with responses provided via the Commbuys system. Bids must be submitted electronically through Commbuys by May 27, 2026, at 5:00 p.m., and project completion is anticipated by June 15, 2026.

The contractor is responsible for recording the survey with Plymouth Registry of Deeds, providing one mylar copy and four paper copies of the map to specified DCR recipients, and delivering all deliverables to Paul Gregory and Sam Sharp at the addresses provided. Evaluation criteria include references on file with the Commonwealth, previous experience with the Commonwealth, and price for services; additional unsolicited services will not be considered in the award evaluation. The RFR does not commit DCR to approve any Statement of Work, pay costs incurred in bid preparation, or engage any vendor, and the agency reserves the right to accept or reject any quotes, contract with some or all vendors, negotiate with responding vendors, or cancel the RFR in whole or part. All work must comply with the EEA Land Acquisition Policy Specifications for Surveys dated January 6, 2015, except for items 4 and 9, and current plan regulations under Massachusetts General Law Chapter 36, Section 13A.
