About this file
This is a Request for Proposal (RFP) issued by the Town of Frisco Public Works Department in Colorado, seeking a qualified firm to provide comprehensive water tank rehabilitation and maintenance services for two municipal water storage tanks. The project involves design-build services for the 870,000-gallon Dillon Dam Road water tank and the 500,000-gallon North Tenmile Creek water tank, with work scheduled for May through October 2025. The RFP was released on February 21, 2025, with proposal submissions due by March 14, 2025 at 5:00 pm. The scope includes detailed tank inspections, engineering evaluations, design services, construction activities such as coating removal and reapplication, installation of new tank components, and optional five-year maintenance services from 2025-2030.
The Town will evaluate proposals based on a weighted criteria system: Fee Schedule (35%), Project Approach (25%), Qualifications and References (20%), and Project Manager and Personnel (20%). Proposers are encouraged to visit the site prior to submission and should provide comprehensive documentation including organizational information, project references, personnel qualifications, project methodology, and a detailed fee schedule. The contract is structured to allow the Town flexibility in awarding portions of the scope, with the potential to proceed only with the 2025 construction work and potentially opt out of the five-year maintenance period. The Town's standard construction contract includes a two-year general warranty for materials and work.

1. Invitation
The Town of Frisco (hereinafter referred to as “Town”) is seeking proposals from firms (hereinafter referred to as “Proposer” or “Consultant”) to provide rehabilitation and maintenance services as outlined in this document for the Town of Frisco’s 870,000 gallon Dillon Dam Road water storage tank and the 500,000 gallon Ten-Mile Creek water storage tank.
2. Background
The Town of Frisco is located in Summit County near Interstate 70 and Highway 9. The Town has approximately 3,000 year-round residents and approximately four million visitors per year.
Currently the Town of Frisco Water Division serves an estimated 4,500 individuals through 2,200 water service taps in a distribution system with over 35 miles of pipeline. The Water Division is part of the Town of Frisco Public Works Department and operates as an Enterprise Fund for the Town of Frisco. The Town’s water supply is provided through four different water sources; one surface water treatment plant and three groundwater wells which produce roughly 740 acre-feet of water, annually. The storage capacity of the Town’s water system includes three storage tanks which hold 2.5 mil gallons of finished water combined. Two of the storage tanks are above ground, welded steel storage tanks which hold 500k and 870K gallons individually, while the other tank is a buried concrete tank with a 1.2 mil gallon capacity.
The Dillon Dam Road water tank is located between Dillon Dam Road and I-70 and is located on forest service property. The tank was constructed in 1980 and is an at-grade steel tank with an 870,000 gallon capacity. Interior inspections have been completed at five year intervals and minor maintenance has been completed, but there is no documentation of major maintenance completed on the tank since its construction. Inspections have documented tank corrosion and degradation of exterior insulation on the tank. Access to the tank is from Dillon Dam Road. The current access road contains very steep grades and difficult access. A separate construction project is scheduled for April/May 2025 to realign the access road to improve access for this project.
The North Tenmile Creek water tank is located northwest of I-70 near Exit 201. The tank was constructed in 1970 and is an at-grade steel tank with a 500,000 gallon capacity. Interior inspections have been completed at five-year intervals and minor maintenance has been completed, but there is no documentation of major maintenance completed on the tank since its construction. Inspections have documented tank corrosion and degradation of exterior insulation on the tank. The Tenmile Creek tank is located on property owned by Denver Water and operated by the Town of Frisco through existing agreements.
3. Scope of Work
The Town is seeking a qualified and experienced firm to provide inspection, design, rehabilitation, and maintenance services for the Dillon Dam Road and Tenmile Creek water tanks.
