RFP Summary
This is a Request for Proposals (RFP) from the City of Zebulon, Georgia, for the creation of a Unified Development Ordinance (UDO). The City seeks qualified consultants to rewrite, convert, and update existing zoning and development standards into a single, modernized ordinance. The project addresses outdated ordinances that fail to address mixed-use development, downtown revitalization, light industrial differentiation, and agricultural uses, and that conflict with the City's 2022 Comprehensive Plan. The proposal submission deadline is April 28, 2026, at 4:00 p.m. local time, with an anticipated contract execution date of June 8, 2026. Consultants are welcome to tour the City prior to submission. The scope of services includes an in-person kickoff meeting with the City working group, review of existing ordinances and Pike County regulations, meetings with the Public Works Director, development of framework and 50%, 70%, and final draft UDO versions, preparation of an updated Official Zoning Map, monthly progress reports, presentations to the Planning and Zoning Commission and Mayor and Council, and delivery of final documents in designated formats. The project is expected to span multiple budget cycles, with work commencing in FY 2026 and continuing into FY 2027.
The City has budgeted funds for this project in FY 2026, with additional funding anticipated in FY 2027. Consultants may separate compensation by tasks with payments divided across the two budget cycles. The evaluation and selection process will be conducted in two stages: an initial screening by the Mayor and City Administrator to establish a short list, followed by interviews conducted by a Selection Committee consisting of the Mayor, City Administrator, City Attorney, and Mayor Pro-Tem, with final approval by the City Council. Selection will be based on qualifications, experience, performance, and cost factors, with cost alone not being the determining factor. Consultants must provide proof of liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate for general liability, automobile liability, property damage, and professional liability. The RFP requires submission of one digital copy in PDF format and five hard copies, addressed to City Administrator Felicia Trammel at ftrammel@zebulonga.us, and inquiries must be submitted at least five days prior to the proposal deadline.

RFP-26-001
REQUEST FOR PROPOSALS FOR THE CREATION OF
A UNIFIED DEVELOPMENT ORDINANCE FOR THE CITY OF ZEBULON, GEORGIA
April, 2026
SUMMARY
The City of Zebulon, Georgia (“City”) is requesting proposals from qualified individuals/firms/corporations (“Consultant”) to provide technical services related to the rewrite, conversion and update of the existing zoning and development standards into a singular Unified Development Ordinance (UDO).
SUBMITTAL DUE DATE
April 28, 2026, 4:00 p.m. local time. There will not be a public opening for this Request for Proposal (“RFP”).
COMMUNITY BACKGROUND
The City of Zebulon is located in west central Georgia and is the county seat of Pike County.
Zebulon is just over an hour’s drive from the Hartsfield Jackson Atlanta Airport and is also roughly an hour’s drive from Macon and Columbus. Zebulon and Pike County are experiencing rapid growth due to the outward expansion of the Atlanta metro area. Pike County is known for its great school system and excellent quality of life and is attracting small businesses and many new residents. Zebulon is located at the crossroads of US Hwy 19 and Georgia State Route 18, both of which have an ever-increasing amount of commercial truck traffic. The City has a population of 1,330 persons based on most recent census estimates in a four and a half square mile area (see attachments). However, the daytime population is much larger due to the presence of the Pike County Schools, County government buildings and a majority of the commercial businesses in the county.
Recently, the City has approved a number of multifamily and attached residential projects that will add an additional 200 plus housing units to the City over the next few years. The local business park is at capacity and the Development Authority of Pike County recently purchased 250 acres in the City for a new industrial park/mixed use development.
The City is governed by a five member Council, with a Mayor elected citywide and four council members elected by districts. The City has appointed a Planning and Zoning Commission to review zoning and development proposals and make recommendations to the Mayor and Council in some cases and approve variances to the ordinances from time to time. The PZC also functions as the Design Review Committee for the Architectural Guidelines. The City also has appointed an Urban Redevelopment Agency Board of Commissioners to implement the Urban Redevelopment Plan.
CURRENT ZONING AND LAND USE DOCUMENTS IN EFFECT
The City currently has adopted and enforces these ordinances related to zoning and land development:
• 2004 Zoning Ordinance as amended
• *Official Zoning Map
• 2007 Comprehensive Land Development Ordinance
• 2014 Sign Ordinance
• 2007 Architectural Design Ordinance
• 2024 Telecommunications Ordinance
• 2024 Urban Redevelopment Plan
• 2022 Comprehensive Plan (Joint Plan with Pike County/Cities)
• 2023 Regional Water Resources Management Plan
*NOTE - (the most recent version of the Zoning Map has been prepared by Carter and Sloope Engineers as a part of their demand services agreement with the City)
THE NEED TO MODERNIZE AND INTEGRATE THESE ORDINANCES
• The current ordinances are outdated with regard to the recent development trends.
• The current Zoning Ordinance does not address mixed use and downtown development.
• The current Zoning Ordinance does not address any differentiation between Light industrial and other industrial uses.
• The Land Development Ordinance and Architectural Design Ordinance were adapted from other communities and conflict with the Zoning Ordinance (and each other), especially in relation to site standards, sidewalks, etc.
• The Zoning Ordinance does not contain a zoning category for agricultural uses, even though a large portion of the community is used for pasture, forest and hay production.
• None of the ordinances adequately match the vision of the Comprehensive Plan and vice versa.
