Project Summary

The City of Gloversville was once the glove making capital of the world with tanneries located throughout the City on the banks of the Cayadutta Creek and Mill creek within a flood zone. Today

-RFP Page 8 -the tanneries are abandoned and dilapidated posing environmental and health hazards to the area residents. To address these abandoned tanneries the City has embarked on an aggressive plan to revitalize these abandoned tanneries including environmental investigations under EPA Brownfield grants and conceptual site planning under NYS Department of State Brownfield Opportunity area grants. To date the city has identified 16 sites for redevelopment. However, due to their location along the City waterways including the Cayadutta and Mill Creeks these sites have the potential for flooding. Therefore the City will utilize the grant to complete a preliminary flood area review of 6 sites using readily available flooding information (NYS GIS clearing house, City surveys, mapping information, site boundaries). Based on the collected information, the flood area, conceptual redevelopment plan and existing structure and site features will be mapped to evaluate potential impacts to redevelopment. Based on input from Stakeholders 3 sites will be selected for completion of a site survey to supplement existing maps to include missing site feature such as buildings, water discharge point, stream banks, etc. to create a base map for the identification and evaluation of flood mitigation measures. The identified flood mitigation options will be incorporated in site redevelopment design which will also reduce or eliminate contaminant loading to the Creeks and Watershed.

Most of all, the grant will inform the Crescent redevelopment process to reduce flooding along the creeks, allow redevelopment of the sites and encourage redevelopment across the City. The area is currently abandoned and derelict with few residents, however when fully implemented, the area will consist of a bike/walk trail network along the Cayadutta Creek anchored by the existing FJ&G Railroad trail that will connect neighborhoods, businesses, and recreational space. The neighborhoods will consist of affordable/refurbished housing interspersed with office/retail space, hospitality (restaurants, brewpubs, etc.) and public spaces that encourage people to congregate, as well as increased public access and viewsheds of the Cayadutta Creek. The attraction and accessibility of the Creek, and connection afforded by the bike/walking trail will create more interest and attract more people that will patronize local businesses and eateries, increasing commerce. An initial market study estimated that the project will create a new enhanced trail system, open space for recreational use, increase access to Cayadutta Creek, 100 new/refurbished residences and new businesses. It is projected that the area will spill into surrounding areas creating a walkable community consisting of jobs, healthier living environment, recreational and green space that encourages physical activities (biking, walking, water activities). These activities will have direct and dramatic impacts on disadvantaged communities including the area’s impoverished individuals (25.7 % TA vs 13% NYS poverty rate) consisting of children (less than 5) and adults with less than high school education that are exposed to lead paint and superfund sites at rates higher than similar populations within NYS and EPA Region 2. These issues have manifested themselves in elevated rates of disease and adverse health conditions. Once implemented, low-income populations will have access to walkable jobs, lead to free affordable housing and recreational space.

Organizational Capacity

Gloversville is a general-purpose unit of local government within New York State. Gloversville is organized as a Mayor-Council structure under which a full-time Mayor is elected and is the chief executive and administrative head of the City, and the council is the policy making body. The City council meets twice per month to address issues, pass resolutions, and retain services. The council also hires heads of departments to run various City departments including Finance, Public Works, and Division of Buildings.

-RFP Page 9 -

The City does not have the engineering Capacity to complete Flood Hazard Risk Reduction Study but has the organizational Capacity to manage such projects. The project will be managed by Mayor Vincent DeSantis, an Attorney, and former Gloversville City Judge at New York State Unified Court System, and has over 30 years of experience as a public servant. As a public servant he has managed Gloversville $18M/yr. budget and developed a keen understanding of the City, its residents, needs and importance of addressing flooding along its waterways to encourage redevelopment. Mayor DeSantis will serve as Project Director and will be assisted by:

Ms. Maryann Reppenhagen, Gloversville Deputy Commissioner of Finance, will serve as Financial

Director. Ms. Reppenhagen assisted with financial reporting on the previous Brownfield grant and has managed a wide range of grants (including US HUD CDBG and large foundation awards).

Ms. Reppenhagen is familiar with federal accounting requirements and standards.

Donald Schwartz, Director of Public works, has extensive experience managing municipal public works program and has an extensive understanding of the City’s infrastructure and flooding issues.

Initiative, and EPA Brownfield Assessment Grants, and is managing in excess of $10M in grants currently. Due to this experience Gloversville staff has the capability, knowledge and capacity to manage this grant.

17) Regional Economic Development Plan: Briefly describe the economic benefits of the proposed project, and how the project aligns with the strategies of the Regional Economic Development Council (REDC) plan for the applicable region. If this is not applicable to the proposed project, you must answer the question with “N/A”. RFA Reference:

Statewide Priority Points, Page 19

One of the Mohawk Valley Regional Economic Development plans is to build Vibrant Communities premised upon the revitalization of population centers and urban core neighborhoods through area-wide brownfield redevelopment, activation of waterfronts, and adaptive reuse of vacant, abandoned, and underutilized anchor properties in targeted mixed-use districts. This project will identify and evaluate options to address flood hazards in areas dominated by brownfields. By identifying flood mitigation options, developers can incorporate flood mitigation methods in their brownfield redevelopment designs.

18) Environmental Justice: Briefly describe how the project will benefit minority or low-income populations that experience disproportionate adverse environmental impacts. Include the exact street location, or close approximation, where the project is to be implemented and where the benefit will be provided. If you are unable to determine if the project will benefit an EJ Community, provide the information requested and a determination will be made during the review process. If the project will not benefit an EJ Community, you must answer the question with “N/A”. RFA Reference:
