About this file

This is a Request for Proposal (RFP) issued by Contra Costa County Health (CCH) in California for a Cost Accounting and Budgeting Software solution. The RFP seeks a comprehensive software system to improve financial management processes, with proposals due on June 5, 2025 at 3:00 P.M. PDT. The proposed contract term is five (5) years, aimed at implementing an enterprise-wide cost accounting and budgeting system to address current challenges such as lack of standardized processes and limited real-time visibility into enterprise costs and budgets. The software is intended to support the county's state-wide Cost Accounting, Efficiency, Productivity and Access (CEPA) initiative, with implementation being critical to receiving full EPP funding for the current year.

The RFP requires vendors to provide detailed, itemized pricing for implementation and ongoing operation, with the county evaluating proposals based on Total Cost of Implementation (TCI) and Total Cost to Operate (TCO). The software must offer extensive capabilities including advanced cost methodologies, real-time reporting, automated data integration, comprehensive budgeting features, and robust security and compliance requirements. Vendors must demonstrate experience with similar implementations in healthcare organizations, provide references, and comply with detailed technical, operational, and security specifications. The county will assess proposals based on company qualifications, project understanding, personnel experience, pricing, and customer references, with the potential for interviews and negotiations with finalist vendors.

Section I: Introduction

A. Purpose The purpose of this project is to identify and implement a cost accounting and budgeting software solution for the staff supporting Contra Costa Health. To be able to effectively provide services to the community, CCH is looking to integrate and leverage the benefits of modern technology into our operations at large.

Contra Costa Health (CCH) does not currently have an enterprise-wide cost accounting or budgeting system, leaving cost accounting and budgeting to be informally managed by individual departments. Pain points include a lack of standardized process, lack of real time visibility into enterprise costs and budgets, and limited information for improved cost management and financial decision making. As part of the state-wide initiative to improve Cost Accounting, Efficiency, Productivity and Access (CEPA), in order to receive its full EPP funding for CY 2025, Contra Costa Health must meet two metrics, of which Cost Accounting System Implementation Improvement accounts for 80%.

B. Background Contra Costa County is a general law county in the state of California, which provides a broad range of health, social, justice, law enforcement, fire protection, and general government services. The County employs approximately 11,000 individuals, across 25 departments, with offices located in most of the cities in Contra Costa County.

The Contra Costa County Public Works Department Facilities Division provides the construction, maintenance and improvement of infrastructure within the unincorporated area of the County of Contra Costa as well as county buildings and grounds.

C. Period of Agreement The proposed contract term is five (5) years.
