About this file

This is a Request for Proposals (RFP) issued by the City of Long Beach's Department of Economic Development for the management and operation of a Lifeguard Tower Advertisement Program. The City seeks a qualified vendor to develop and manage an advertising program that places advertisements on lifeguard towers along Long Beach's coastline while ensuring compliance with all applicable federal, state, and local regulations, including California Coastal Commission guidelines and City Advertising Policies. The selected vendor will be responsible for all sales, installation, maintenance, and operations, with the goal of minimizing operational impact on City staff. Questions from prospective bidders are due by 11:00 AM Pacific Time on June 3, 2025, with responses posted on June 10, 2025. Proposals must be submitted electronically via LongBeachBuys.com by 11:00 AM PST on June 24, 2025. The City anticipates interviews in June 2025, with contractor selection and negotiation occurring in July 2025 and estimated contract execution in August 2025. The contract will be awarded for an initial two-year period with an option to renew for three additional one-year periods, for a maximum total term of five years.

The City anticipates structuring a revenue-sharing model that does not impose professional service, maintenance, or operational expenses on the City but instead generates net positive revenue. The financial proposal should include the recommended revenue-sharing percentage, minimum annual guarantee (MAG) provided to the City, estimated program revenue, and proposed payment schedule. Proposals are evaluated on four primary criteria weighted as follows: Organizational Capacity & Experience (35%), Project Plan/Method of Approach (25%), Advertising Display Design (15%), and Financial and Revenue Share Model (25%). Vendors with proven experience implementing lifeguard tower advertising programs for municipal or governmental entities, preferably in coastal California areas, are preferred and must meet minimum qualifications including business qualification, non-debarment status, and demonstrated track record. Local preference points are available for Long Beach businesses: five points for home-based residential businesses and ten points for non-residential commercial brick-and-mortar businesses. The selected vendor must maintain insurance coverage including $1,000,000 per occurrence commercial general liability, workers' compensation as required by California law, and media professional liability of $1,000,000 per claim unless advertising content is pre-approved by the City.

1 The Opportunity

1.1 Project Summary

The City of Long Beach (City) is exploring creative ways to generate revenue to support City operations and the management and development of City assets along the City’s waterfront and entertainment areas. The City is interested in working with a firm that will develop and manage a Lifeguard Tower Advertisement Program that will make available advertising opportunities on lifeguard towers on Long Beach’s coastline.

The selected vendor will need to work closely with the City’s Department of Economic and

Fire Department to develop and implement a program that sells advertising space on lifeguard towers and complies with all applicable rules, regulations, and guidelines as required by the federal, state, City, and all government agencies, including the California

Coastal Commission and all applicable City Advertising Policies, guidelines, and restrictions.

Vendors with experience in advertising on ocean lifeguard towers and with current contracts with public agencies, specifically in California, are preferred.
