This document is a Request for Proposals (RFP) issued by the City of Norcross Economic Development Department for the West Peachtree Street Development project. The City is seeking a qualified developer to redevelop a 1.73-acre, city-owned site located in close proximity to the Downtown Historic District. The project goals include providing mixed levels of housing options, increasing the variety and dynamism of the residential community, attracting young professional and first-time homebuyers, and creating additional amenities in the area. Proposals are due by 11:00 a.m. on July 26, 2024, and an optional pre-proposal meeting will be held on July 9, 2024. The City reserves the right to negotiate final pricing with the selected developer, and the project timeline is expected to have a maximum of 24 months from the sale of the property to the issuance of the final certificate of occupancy.

The RFP outlines specific design guidelines for the development, including building footprint sizes, heights, setbacks, parking, landscaping, and materials. Proposals will be evaluated based on offer price (50%), design (30%), and the experience and qualifications of the development team (20%). The City may interview top-scoring firms before making an award decision. The successful developer will be required to execute a contract and provide insurance certificates within 10 days of the notice of award.

1. Read the entire document. Note critical items such as: mandatory requirements;

supplies/services required; submittal dates; number of copies required for submittal;

funding amount and source; contract requirements (i.e., contract performance security, insurance requirements, performance and/or reporting requirements, etc.).

2. Note the City of Norcross’ staff member’s name, address, phone numbers and e-mail address. This is the only person you are allowed to communicate with regarding the RFP/RFQ and is an excellent source of information for any questions you may have.

3. Attend the Pre-Proposal meeting if one is offered, these conferences provide an opportunity to ask clarifying questions, obtain a better understanding of the project, or to notify the City of any ambiguities, inconsistencies, or errors in the RFP/RFQ.

4. Take advantage of the “question and answer” period. Submit your questions by the due date listed in the Schedule of Events and view the answers given in the formal “addenda” issued for the RFP/RFQ. 1.0 INTRODUCTION

The City of Norcross is pleased to offer the following residential development opportunity.

1.1 PROJECT DESCRIPTION

The property is in close proximity to our Downtown Historic District. We are seeking a qualified developer to continue the redevelopment that has been occurring in and near the downtown core. The property presents a unique opportunity for increasing the diverse housing stock in our community. Diverse housing options are a key indicator of a community’s strength and stable sustainable growth. The City wishes to see this property become a valuable addition to the area. The developer will have the opportunity to provide a preliminary design along with their proposal to delineate the type of design that will result from their work. The City’s objective is to negotiate an agreement with a qualified developer who can develop small-home, cottage style residential developments with a history of quality results.

1.2 LAND DESCRIPTION

• 5 parcels of City-owned land

• The property consists of 5 total parcels equal to 1.73 acres.

• The zoning is PRD: Planned Residential District. Current zoning regulations allow a maximum density of 12 units per acre

• The site is directly adjacent to the county-owned water tower property.

1.3 SCOPE OF WORK

The City of Norcross has undergone tremendous growth in recent years and boasts of being a City that provides a great quality of life for its residents. There have been several multi-family developments in recent years totaling over 1,200 new units, as well as several neighborhood developments. But as seen in many communities around the country, Norcross has a lack of “missing middle” housing options. Utilizing the West Peachtree site to create smaller scaled, cottage style homes, at a more affordable purchase price than the typical new construction, will help address the “missing middle” challenge and provide individuals and families with additional housing options.

Furthermore, this development opportunity will create housing options that are ideally located right in the heart of our Historic District. This property will continue to appreciate in value as the surrounding area is improved by public and private investments. The offered site is already zoned for residential development. Additionally, the site is served by existing electricity, water and sewer infrastructure.

Dependent upon the quality and number of proposals received, the City reserves the right to request additional information from respondents or to issue additional requests. The City is not obligated to select or negotiate with any development proposers or enter into any contracts. The City reserves the right to negotiate final price on the property with any finalists or winning proposals.

Project Timeline

• Issuance of final CO for the development shall be no longer than 24 months from sale of property

• A project timeline is expected as part of proposal submission. Changes to the projected timeline are acceptable, but prior notice/discussion is required.

Redevelopment Objectives

• Provide mixed levels of housing options in the City.

• Increase the variety and dynamism of the residential community in the surrounding area.

• Provide housing opportunities designed to attract young professional, first-time homebuyers.

• Create additional amenities in the area to increase quality of life.

Recent Plan Updates & Revitalization Efforts

• Buford Highway Master Plan (June 2021)

• Comprehensive Plan Update (April 2024)

• Town Center Livable Cities Initiative (April 2024)

• Construction of New Public Safety Building (2026)

1.4 SITE INFORMATION

• The property is an assemblage of 5 tax parcels that combine to be 1.73 acres.

• The property abuts less dense residentially zoned property as well as another

City owned lot that holds a water tower.

• The property is undeveloped but has infrastructure to the site.

• Site includes two specimen trees (Pecan)

• The site is centrally located within Norcross and offers multimodal transportation options to the historic downtown.

• There are multiple parks within a reasonable walk or short drive. Countless amenities surround this site as it is primed for development.
