About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the City of Norcross, Georgia for the West Peachtree Street Development project (RFP ED 24-08). The RFP seeks proposals for single-family detached residential units on a specified property, with a maximum density of 12 units per acre. The RFP provides clarifications on design guidelines, parking requirements, and the approval process, noting that the Mayor and City Council will make the final selection. Proposals are due by 11:00 am on July 26, 2024, with physical and electronic copies required. The RFP indicates that the proposed purchase price will carry significant weight in the overall evaluation, but the City may also discuss potential contribution, incentive, or partnership opportunities during the selection and negotiation process.

The addendum addresses several questions from potential respondents, including details on the density increase, exterior and floor plan requirements, adherence to design guidelines, project timeline, affordability targets, and home ownership structure. The City emphasizes its desire to reach "missing middle" price points and notes that there are no specific Area Median Income (AMI) requirements. Respondents are encouraged to be creative with parking solutions and are not required to adhere to the suggested design guidelines, as long as the proposals align with the official zoning code.

Addendum 1 – Q&A West Peachtree Street Development

RFP ED 24-08

The following changes and clarifications to the RFP are provided based on questions received and must be added/considered when completing your proposal:

Since the density went up from the last RFP, does that mean the City is trying to maximize density?

o No, the change in density is to align more consistently with the latest adopted

Comprehensive Plan. The City does not require a certain density. The 12 units per acre would allow a maximum of 21 units on the subject property.

Is the RFP asking for single-family detached units?

o Yes.

Do you require an exterior plan and floor plans for the residential units?

o The more details provided for the final product the better, but exteriors and floor plans are not required as a specific part of the RFP. Overall site design is required.

If a proposal has variations from the listed Design Guidelines, will it require any variance processes?

o No. Proposals are not required to adhere to the suggested design guidelines. However, the guidelines are a reflection of what city leadership would like to see in the final product. Proposers can submit any design as long as it adheres to the official zoning code.

Can you speak to the project timeline?

o Project timeline can be found in Section 1.3 (Scope of Work) of the RFP (page 5).

RFP timeline can be found in Appendix B of the RFP (page 14).

Are there any AMI requirements that must be met?

o No, there are no specific AMI requirements, although city leadership desires to reach price points in the “missing middle” range, that are more affordable than the majority of current home prices on the market.

Are homes expected to be built for-rent or for-sale?

o Homes are expected to be constructed for-sale.

Do we want the homes subdivided on fee simple lots?

o Yes.

Do we have to retain trees?

o Yes, there are two specimen Pecan Trees on site.

Did we increase density?

o Yes, the density for this property increased from 8 dua to 12 dua.

Who will be giving the final approval/selection of proposals?

o Mayor and Council have the final say.

For the square footage requirement, is that for the footprint or entire structure?

o The square footage requirement is total square footage per unit, whether single story or multiple story in height.

Can we be creative with parking?

o Yes, but please make sure to highlight and note parking location in the proposed site plan.

Are there any garage requirements?

o No.

Do physical copies have to be delivered?

o Yes, 2 printed copies and one electronic copy are required. Proposals are due to the 2nd

Floor of City Hall by 11:00 am on Friday, July 26, 2024.

Does the City intend to have any contribution/incentive/partnership opportunities for this property?

o This may be discussed during the interview/selection process and negotiation period.

How does the land cost add up?

o The offer price has been given a heavier weight for this latest RFP process in the overall grading criteria. Cost will be evaluated separately from the proposal & design evaluations. While this is not a high-bid awarding process, the proposed purchase price does carry significant weight in the overall evaluation.

How should we illustrate our offer price?

o The offer price/bid should be provided in a separate envelope from the rest of the proposal. Offers can be illustrated or structured however you see fit to depict the specific value you are willing to offer.
