About this file

This is a Request for Proposal (RFP) issued by the Michigan Department of Transportation (MDOT) for as-needed permanent freeway sign repairs in Wayne County. The RFP seeks a pre-qualified contractor in Category N6 (Signs) to provide maintenance and repair services for freeway signs, with an estimated 200 sign locations requiring various repairs annually and an initial backlog of approximately 100 locations. The contract will be a three-year agreement with two optional one-year extensions, with work to be performed on freeway routes in Wayne County. The RFP was issued on April 7, 2025, with a proposal deadline of April 22, 2025, and an anticipated contract start date of August 1, 2025. A pre-proposal meeting is scheduled for April 16, 2025, via Microsoft Teams, and bidders must be pre-qualified in the N6 - Permanent Signing category.

The contract will be awarded on a PASS/FAIL basis with the lowest responsive and responsible bidder receiving the award. Pricing will be based on a standardized list of pay items for permanent sign and sign post installations and repairs, with actual work quantities to be determined by the MDOT Program Manager. The contractor will be required to use ArcGIS software to track and document repairs, with work orders to be completed within 30 calendar days. All traffic control and equipment costs, including the use of Truck Mounted Attenuators, must be included in the repair pay items. The project does not include bridge connections, cantilevers, or trusses, and night work is not anticipated, though it may be permitted with prior approval. Prevailing wage requirements will apply, and the contractor must comply with all state and federal labor, safety, and environmental regulations.

a. Disqualify a bidder for failure to follow these instructions.

b. Discontinue the RFP process at any time for any or no reason. The bidder agrees that its proposal will be considered an offer to do business with the State in accordance with its proposal, including the Contract Terms, and that its proposal will be irrevocable and binding for a period of 180 calendar days from date of submission. If a contract is awarded to the bidder, the State may, at its option, incorporate any part of the bidder’s proposal into a contract. This RFP is not an offer to enter into a contract. The State will notify bidder in writing if indemnification is sought. The State is entitled to: (i) regular updates on proceeding status; (ii) participate in the defense of the proceeding; (iii) employ its own counsel; and to (iv) retain control of the defense, or any portion thereof, if the State deems necessary.
