Summary
This is a Request for Proposal (RFP19881) issued by the State of South Dakota Department of Social Services, Division of Child Protection Services, for secure transportation services for children involved with the state's child protection system. The services encompass transportation to and from treatment facilities, group homes, foster homes, CPS offices, and other approved destinations, including both in-state and out-of-state travel with appropriate safety measures, supervision, and support. The proposal submission deadline is August 19, 2026, with a Letter of Intent due by July 28, 2026, and offeror questions due by August 4, 2026, with responses provided by August 11, 2026. The anticipated award decision and contract negotiation date is September 15, 2026. The resulting contract will be issued for one year ending May 31, 2027, with an option for renewal for up to three additional one-year contracts at the State's discretion based on performance and continued funding availability. Proposals must be submitted as PDFs via Secured File Transfer Protocol (SFTP).
The RFP does not specify pricing terms or a contract amount, as vendors are required to submit itemized cost proposals in Attachment C detailing personnel costs, operating costs, equipment costs, and other expenses. The State anticipates utilizing secure transportation services at an average frequency of approximately two out-of-state trips per month and three in-state trips per month. There is no identified incumbent contractor. Vendors must demonstrate compliance with South Dakota laws, maintain comprehensive insurance coverage (commercial general liability, professional liability, business automobile liability, and workers' compensation, each with limits of not less than $1,000,000), conduct criminal background checks and driving record reviews, ensure mandatory reporting compliance, implement driver training programs including first aid and trauma-informed care, and maintain vehicles no more than six years old or with fewer than 100,000 miles. All proposals must include detailed responses to specific service delivery and safety requirements, transportation operations procedures, and administrative documentation protocols. Offerors should reference RFP number RFP19881 on all submissions and direct inquiries to Kirsten Blachford at Kirsten.Blachford@state.sd.us.
