3.0 SCOPE OF WORK
The purpose of this RFP is to support implementation of the Enhancing Sustainable Emergency Medical Services (EMS) Initiative under the Rural Health Transformation (RHT) Project administered by the South Dakota Department of Health. This initiative is focused on strengthening, modernizing, and sustaining EMS systems across rural, frontier, and Tribal communities in South Dakota.
This effort advances a comprehensive approach to EMS system transformation, including workforce sustainability, clinical quality improvement, financial sustainability, community-based care models, and enhanced coordination across healthcare and public safety partners. Proposed projects must clearly align with these priorities and contribute to a more integrated, resilient, and sustainable statewide EMS system.
Applicants must identify one or more of the subcomponents outlined in the Scope of Work and present a clear, well-defined project approach that aligns with the intended use of funds to enhance sustainable EMS.
Project goals must be specific, measurable, achievable, relevant, and time-bound (SMART).
Proposals must also incorporate strategies to support long-term financial sustainability. This may include, as appropriate, exploration of alternative reimbursement models, service diversification, and regional or shared funding approaches.
For purposes of this RFP, sustainability refers to the initiative’s ability to maintain or continue key project ac-tivities, operational benefits, partnerships, or system improvements beyond the funding period.
The selected contractor(s) will work closely and collaboratively with the South Dakota Department of Health (SDDOH) throughout the project period to support implementation, coordination, reporting, and alignment with statewide EMS system priorities.
Successful proposals will:
Identify and address real EMS system challenges Improve sustainability and long-term system stability Demonstrate measurable impact Support rural, frontier, and Tribal communities Strengthen collaboration and coordination Improve patient care and EMS readiness Include realistic implementation and sustainability plans
Projects should align with statewide EMS transformation priorities while remaining practical, scalable, and operationally achievable.
3.0.1 Stakeholder Coordination Expectations
Applicants should demonstrate appropriate coordination and engagement with relevant EMS, healthcare, public safety, educational, and community partners necessary to support successful implementation of the proposed project activities.
Applicants should describe how relevant stakeholders will be engaged in planning, implementa-tion, and evaluation of proposed activities, which may include:
EMS agencies, first responder organizations, and regional EMS partners EMS education programs, technical colleges, and higher education institutions
Hospitals, healthcare systems, and rural healthcare partners State, Tribal, and local organizations involved in workforce or healthcare initiatives Community partners supporting recruitment, retention, wellness, or career pathway develop-ment
The intent of stakeholder engagement is to encourage meaningful collaboration that supports pro-ject coordination, communication, and successful implementation across EMS services and or-ganizations in South Dakota. In several sections of the RFP, you will see the term “should” to al-low flexibility based on the specific component and project needs. The DOH believes thoughtful stakeholder engagement can help strengthen partnerships, maintain project alignment, and im-prove overall outcomes.
Applicants should also describe how proposed activities will complement existing statewide and regional EMS initiatives, avoid duplication of efforts, and support long-term sustainability of the EMS workforce in rural and frontier communities.
