About this file

This document is Addendum 1 to RFP 26-09RHT-023 issued by the South Dakota Department of Health, Office of Rural Health and Emergency Services, which clarifies the contract period for cost proposal preparation. The RFP requests proposals to support the Enhancing Sustainable Emergency Medical Services Initiative under the Rural Health Transformation Project. Proposals are due July 17, 2026, at 5:00 PM CT. The anticipated initial contract period runs from August 5, 2026, through July 31, 2027, with options for three additional one-year renewals at the State's discretion based on future funding availability. Eligible applicants include South Dakota licensed ambulance services, Tribal governments and EMS agencies, hospitals, public safety agencies, educational institutions, local governments, nonprofits, healthcare technology vendors, and EMS consultants. Applicants may propose projects under one or more of four components: Workforce Development, Leadership, and EMS System Sustainability; Specialized Equipment and Technology Integration; Regional EMS Coordination, Shared Resources, and Integrated Dispatch Systems; and Clinical Quality Improvement and EMS Performance Oversight.

The cost proposal must detail personnel costs including salary, fringe benefits, and percentage of time allocated to the project; travel and training expenses at South Dakota state per diem rates, subject to advance State approval; and other costs such as supplies, contractual/operating expenses, and administrative fees or indirect costs at a flat rate or percentage. The budget allocation should be based on a 12-month period from August 5, 2026, to July 31, 2027. Up to $8,000,000 in Federal Fiscal Year funding from the Centers for Medicare & Medicaid Services is available, representing 100 percent of project funding. Contractors may submit multiple cost proposals and must provide a statement attesting to their willingness and ability to perform the work for the price offered. The cost proposal will be evaluated independently from the technical proposal.

Addendum 1 - 7/7/2026

ADDENDUM NO. 1

RFP #26-09RHT-023

Enhancing Sustainable Emergency Medical Services (EMS)

This Addendum corrects a date discrepancy in the RFP.

Section 1.12 states that the anticipated initial contract period is August 5, 2026, through July 31, 2027.

Section 7.0 included different language about the cost proposal period. To avoid confusion, Section

7.0 is revised to clarify that offerors should prepare their cost proposals based on the anticipated ini-tial contract period of August 5, 2026 through July 31, 2027.

The attached replacement page incorporates this change and is provided to replace the original page in the RFP.

All other terms and conditions of the RFP remain unchanged.

Addendum 1 - 7/7/2026
