The contractor must dedicate at least one full-time employee to evaluation support and technical assistance. Offeror questions must be submitted by December 12, 2025, with state responses provided by December 29, 2025. Proposals are due January 26, 2025, at 5:00 p.m. CST to Sarah Barclay at the Department of Health office in Sioux Falls. The anticipated award decision and contract negotiation date is March 2, 2025. The contract term is twelve months, commencing June 1, 2026, through May 31, 2027, with potential continuation awards for up to four additional twelve-month periods contingent upon successful performance, timely reporting, and available appropriations.
The total contract amount is not to exceed $150,000.00 for the initial fiscal year 2027 project period, which must cover all costs including personnel (salary and fringe benefits), supplies, travel (budgeted for four in-state trips and one out-of-state trip), and other direct costs. Indirect costs are capped at 6.3% of the total contract amount, based on the federally approved indirect cost rate for the Department of Health. Vendors may submit multiple cost proposals and should provide detailed budget allocations with explanations for each cost category and anticipated future cost increases. No incumbent vendor is identified, and the RFP does not specify set-aside designations or restrictions on respondent types. The procurement requires evaluators to assess proposals based on specialized expertise, technical competence, available resources, past performance record, project management techniques, availability to the project locale, and cost. All proposals must be submitted electronically or as paper copies to the state point of contact and must comply with South Dakota's standard contract terms and conditions, including insurance requirements (commercial general liability, professional liability, business automobile liability, and workers' compensation insurance with minimum limits of $1,000,000.00), indemnification obligations, and federal certifications regarding debarment, non-discrimination, and business prohibitions.
