1.0 GENERAL INFORMATION

1.1 PURPOSE OF REQUEST FOR PROPOSAL (RFP)

The Division of Child Protection Services is seeking a Workload Capacity Study for Family Services Supervisors and Specialists staff. An Organizational Assessment was conducted in 2020 which revealed a discrepancy between caseload (number of cases assigned) and workload (variations in the amount of time spent on individual cases) within Child Protection Services. In general, child welfare staff tend to spend 20-35% of their time on direct client contact or collateral contact, while the other 65-80% of their time is spent on case-related activities that include documentation and participation in legal proceedings.

Workload is impacted by a variety of factors including, but not limited to: the level of skills of the staff performing the duties, the complexities of the cases assigned, and required travel throughout the state. A Workload Capacity Study will enable the Division of Child Protection Services to identify where imbalances in workload exist, strategize how to effectively staff the agency with existing staff, determine the potential for developing centralized specialty units, and identify areas where additional supports may need to be implemented to support equity in workload. Manageable workload is essential to support the retention of the child protection workforce and improve quality of services provided to the children and families we serve. This will further empower the agency to protect and promote the welfare of all children;

prevent neglect, abuse, and exploitation; support children in remaining safely with their families or returning home in a timely manner; promote safety, permanency, and well-being for children in foster and adoptive care; and provide training, professional development, and support to maintain a well-qualified child welfare workforce.

3.0 SCOPE OF WORK

3.1 The Division of Child Protection Services is seeking a vendor to conduct a Workload Capacity Study to analyze caseload versus workload for child welfare staff and supervisors to implement strategies for establishing workload equity amongst staff to promote staff retention and improved services for children and families throughout the state.

Key areas of the Workload Capacity Study will include:

3.1.1 Analysis of Complexity of Cases to Measure Workload versus Caseload: The complexity of a child welfare case can be affected by a variety of factors such as the type of case (foster care vs.

in-home), the number of caregivers and children served, the needs of the family members, the severity and circumstances of the case, travel time required, and experience of the assigned caseworker; all of these factors impact workload. The vendor will develop an instrument to measure workload that can be administered by agency’s existing Continuous Quality

Improvement (CQI) Team for ongoing assessment of workload and provide the CQI team training and a guide to allow for continued workload analysis.

3.1.2 Analysis of Current Caseload & Workload Distributions Among Existing Staff: The workload study will identify the time required for supervisors and staff to effectively perform quality services to children and families. Currently regions within the agency staff their supervisor and caseworker positions by a variety of specialties (Initial Family Assessment workers, Ongoing Workers, Children’s Workers, Kinship Workers) that perform different variations of duties depending on region (ex. regions define Children’s Workers differently) the workload study will analyze sufficiency of existing specialties and case assignment. The workload study will provide critical information to continue to understand the unique needs of child welfare in metro, rural, and reservation service areas.

3.1.3 Determine Suggested Workload & Caseload Standards & Staff Needs: The workload study will provide recommendations for manageable workload based on specialty and experience of staff, recommendations for standardizing specialty positions across the state, and recommendations for allocation of staff for each office and region to effectively manage workload statewide.

3.1.4 Determine Suggested Operational Efficiencies: The workload study will identify if there are recommendations for reducing workload, increasing direct service time, potential need for regional realignment, or other opportunities to increase efficiency.

3.1.5 Forecast Staffing Needs: The workload study will provide recommendations on future staffing needs based on trends identified during the study.

3.1.6 Analysis of agency program management structure and capacity: The workload study will assess the agency’s existing program management structure and duties assigned to Program Specialists/Management Team to determine capacity to meet the agency’s goals. The workload study will identify if there are recommendations for restructuring or staffing needs to increase efficiency and support the agency’s work.

3.2 The Division of Child Protection Services has a current work order beginning July 1, 2025 to make recommendations for adoption/APPLA optimization which will address workload. This will work will intersect with the overall workload capacity study to ensure there are not competing recommendations.
