About this file
This is a Request for Proposal (RFP) document from the South Dakota Department of Transportation (SDDOT) for Project SD2024-07 titled "Pavement Marking Selection Process for State and Local Roads." The project seeks to develop a standardized approach to selecting pavement markings across South Dakota's state and local roads, considering factors such as cost, durability, traffic conditions, and compatibility with autonomous vehicles and driver assistance systems. Proposals are due by 5:00 pm CDT on March 21, 2025, and must be submitted electronically in PDF format. The project has an anticipated start date of July 15, 2025, with an 18-month duration. The scope includes literature review, surveys of surrounding states, interviews with SDDOT personnel, and development of a user-friendly pavement marking selection tool with associated training materials.
The available funding for this project is $115,000, with payments structured in four installments: 25% upon completion of Task 5, 20% for Task 7, 25% for Task 10, and 30% upon completion of all tasks. The RFP is open to colleges, universities, research institutes, foundations, consultants, and federal, state, and local agencies with demonstrated capability in the subject area. The project will be managed by Danny Doorn, and proposals will be evaluated by a technical panel based on criteria listed in the RESEARCH PROPOSAL PREPARATION, SUBMISSION, AND EVALUATION document dated October 28, 2022.

Request for Proposal Page 1 Pavement Marking Selection
Process for State and Local Roads
South Dakota Department of Transportation Request for Proposal Project SD2024-07
Title: Pavement Marking Selection Process for State and Local Roads
Problem Description: Pavement markings are essential for guiding road users on both state and local paved roads during the day and night and under various weather conditions. The choice of pavement marking materials—such as wet retroreflective and retroreflective media—depends on several factors. These factors include the cost of materials, durability requirements of the roadway, presence of street lighting, presence of rumble strips, type of pavement, average daily traffic (ADT), contractor availability, snowplow operations, functional classification of the roadway, and its general location. Additional considerations may involve whether to recess the markings or provide contrast markings. Given these variables, the pavement marking type selection is inconsistent across the four Regions of the South Dakota Department of Transportation
(SDDOT).
A research project is needed to identify which pavement markings are most effective for state and local roads.
It is also important to consider autonomous vehicles (AVs), Automated Driving Systems (ADS), and Advanced Driver Assistance Systems (ADAS)—such as lane departure warning (LDW) and lane keeping assistance (LKA)—when choosing pavement markings. These technologies, which utilize cameras and sensors to detect pavement markings, have the potential to significantly reduce crashes caused by human error and distracted driving.
By establishing a standardized approach to selecting pavement markings, implementing maintenance strategies and asset management practices, and providing training across the state, we can enhance road safety by leveraging these advancements. A pavement marking selection tool, matrix, guide, and/or decision tree, along with asset management practices and training resources, are necessary to assist state and local government agencies in choosing and maintaining pavement markings based on various pavement types, traffic conditions, roadway characteristics, and functional classes, all while complying with the Manual on Uniform Traffic Control Devices (MUTCD) 11th Edition.
This research will examine each type of pavement marking, new and emerging options, application rates, installation processes, maintenance schedules after initial placement, asset management practices, training practices, and life cycle cost analysis (LCCA).
Importance: Establishing a standardized approach to pavement marking selection, maintenance strategies, and training across the state is crucial for both safety and cost-efficiency. By adhering to the new MUTCD requirements regarding minimum retroreflectivity for longitudinal pavement markings, we can enhance road safety and utilize our resources effectively. ADAS and ADS can help reduce crashes caused by human error and distracted driving, as their cameras and sensors rely on consistent pavement markings for optimal performance.
Implementing an optimized strategy for pavement marking selection and maintenance will improve cost-efficiency while maintaining or enhancing performance and longevity across all pavement types, including various classes of asphalt mixes, asphalt resurfacing treatments, and concrete. This approach will be effective during the day and night, as well as under various weather conditions.

Research Objectives:
1. Identify and recommend the most effective pavement markings for various pavement types, ADT ranges, and functional classifications, considering various operational needs.
2. Develop a user-friendly pavement marking selection tool, matrix, guide, and/or decision tree for SDDOT and local agencies. Include training materials on how to use the tool.
3. Recommend pavement marking maintenance strategies, asset management practices, and training practices for SDDOT and local agencies.
Research Tasks:
1. Meet with the project’s technical panel to review the project scope and work plan.
2. Perform a literature review of the following: FHWA, AASHTO, MUTCD, NCUTCD, and surrounding states. Focus on pavement marking selection, maintenance strategies, asset management practices, and training practices. The review should consider the operational needs listed in the problem description.
3. Upon approval by the technical panel, conduct a survey of surrounding states regarding current practices in pavement marking selection, maintenance strategies, asset management practices, and training practices.
4. Review SDDOT’s current pavement marking selection processes, maintenance strategies, asset management practices, and training practices. Upon approval by the technical panel, interview SDDOT Regions and local government personnel and SD pavement marking contractors.
5. Prepare and present for approval of the project’s technical panel a technical memorandum detailing the results of Tasks 2 – 4.
6. Recommend pavement marking materials for various pavement types, ADT ranges, and functional classifications while considering the operational needs listed in the problem description.
7. Prepare and present for approval of the project’s technical panel a technical memorandum detailing the results of Task 6.
8. Develop a user-friendly pavement marking selection tool, matrix, guide, and/or decision tree for SDDOT and local agencies. Include training materials on how to use the tool.
9. Recommend pavement marking maintenance strategies, asset management practices, and training practices for SDDOT and local agencies.
10. Prepare and present for approval of the project’s technical panel a technical memorandum detailing the results of Tasks 8 & 9.
11. In conformance with the Guidelines for Performing Research for the South Dakota Department of Transportation, prepare a final report and executive summary of the literature review, research methodology, findings, conclusions, recommendations, and implementation strategies.
12. Make an executive presentation to the SDDOT Research Review Board at the conclusion of the project.
Potential Implementation: If successful, a standardized approach to pavement marking selection, maintenance strategies, asset management practices, and training practices across the state would be established. A user-friendly pavement marking selection tool, matrix, guide, and/or decision tree with maintenance strategies, asset management practices, and training practices would assist state and local government agencies with improving safety and cost-effectiveness.
SDDOT Involvement: SDDOT will provide information and data on pavement marking selection, maintenance strategies, asset management practices, and training practices. SDDOT will participate in the surveys and/or interviews, provide contacts, and schedule interviews.
Available Funding: $115,000 Anticipated Start Date: July 15, 2025 Duration: 18 Months
